This Invitation for Bids follows the GeneralProcurement Notice for this Project thatappeared in Development Business onlineon March 4, 2014;
2. The Kyrgyz Republic receivedfinancing from the World Bank toward the cost of Electricity Supply Accountability andReliability Improvement Project (ESARIP), andit intends to apply part of the proceeds of this financing to payments under the Contract forProcurement of Design, Supply and Installation of Information System(MIS): Enterprise Resource Planning (ERP)for JSC “Severelectro”

3. JSC “Severelectro” now invites sealed bids fromeligible and qualified bidders for Procurement of Plant Design, Supply and Installation of Information System (MIS): Enterprise Resource Planning (ERP) for JSC Severelectro;

4. Bidding willbe conducted through the InternationalCompetitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and isopen to all bidders from Eligible Source Countries as defined in the Guidelines. In addition, please refer to paragraphs 1.6 and1.7 setting forth the World Bank’s policy on conflict of interest.
5. Interestedeligible bidders may obtainfurther information from the Project Implementation Unit (PIU) of the JSC “Severelectro” Mr. Marat Abdykasymovand inspect the Bidding Documents at the address given below;
6. Qualifications requirements are included to the BiddingDocuments. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the BiddingDocuments.
7. A complete set of Bidding Documents in English may bepurchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee 6 800 (six thousand eight hundred) Kyrgyz Soms or 100 (one hundred) USD. The method of payment will betransmitting to the bank account.The Bidding Documents will be sent by e-mail.
8. Pre-Bid meeting will take place at 10.00 a.m. (local time) of December 9, 2016 – at 3, Chkalova str, Lebedinovka, Alamudun raion, Chui oblast, 1st floor, Conference Room, JSC “Severelectro”.
9. Prior registration through purchase of bidding document is required for attending the pre-bidmeeting, submitting clarification questions on the bidding documents and receiving automatic notice of answers and of addenda tothebidding documents.
10. The attention of prospective Bidders isdrawn to (i) the fact that they will be required to certify in their bids that all software and hardware either is covered by avalid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result inineligibility to beawarded World Bank-financed contracts.
11. Bids must be delivered to the address below at or before 2.00 p.m. (local time) of January 6, 2016. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at theaddress below at 2.00 p.m. (localtime) of January 6, 2016 -3, Chkalova str,Lebedinovka, Alamudun raion, Chui oblast,1st floor, Conference Room, JSC “Severelectro”;
12. All bidsmust be accompanied by a Bid Security of 150 000 USD or its equivalent in a convertible currency.
