    Item Description:

    The European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) is an international financial institution that supports projects in over 30 countries, from Eastern Europe to central Asia and the southern and eastern Mediterranean. Investing primarily in private sector clients whose needs cannot be fully met by the market, the Bank promotes entrepreneurship and fosters transition towards open and democratic market economies.     The EBRD is owned by 65 countries and two intergovernmental institutions, the European Union and the European Investment Bank (EIB). The EBRD has certain privileges and immunities such as exemption from Taxation, customs charges with all official correspondence being granted diplomatic immunities and privileges.

    Objective of this tender

    Georgia is considering loan financing from the European Bank for Reconstruction and Development (“EBRD” or the “Bank”) for the benefit of Tbilisi Transport Company Ltd (the “Company”) to renew the existing outdated rolling stock. The proposed project will require the procurement of the following goods, works and services:

    • New metro cars: 40 (forty) metro cars (10 four-car trains)
    • Modernization of depot – tbc
    • Metro tunnel rehabilitation – tbc

    Open tendering for the Metro cars contract is expected to commence in Q4 2019. The contract is expected to be signed in Q1 2020, subject to successful tendering and confirmation of Bank’s financing. The feasibility study for Depot modernisation and Metro tunnel rehabilitation is ongoing.

    The tender will be carried out in accordance with the EBRD Procurement Policies and Rules (Rev. November 2017), which can be found at https://www.ebrd.com/work-with-us/procurement/policies-and-rules.html.

    Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank’s Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s country.
