    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Invitation for Bids (IFB)

    The Federal Government of Nigeria has received financing from the African Development Bank towards the cost of the Agricultural Transformation Agenda Support Program Phase One (ATASP –I), and intends to apply part of the proceeds toward payments under the contract for Supply, Installation and Implementation and Commissioning of an ICT Vendor Based Agro-Inputs Delivery System/Platform and Related Hardware (Agro – Pocket System). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

    The Agricultural Transformation Agenda Support Program Phase One (ATASP – I) now invites sealed Bids from eligible Bidders for Supply, Installation and Implementation and Commissioning of an ICT Vendor Based Agro-Inputs Delivery System/Platform and Related Hardware. The System will be used for delivery Agricultural Inputs to farmers under various agricultural commodity value chains across the Country through web-based GSM system called “Agro – Pocket”. The Vendor must possess pre-requisite operational

    experience with adequate expertise. The platform service provider shall propose hardware and software systems to enable the efficient and effective delivery of the Agricultural Inputs to farmers in real time within a period of 24 months.

    Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Procurement Policy for Bank Group Funded Operations (October 2015) and is open to all eligible bidders as defined in the Procurement Framework.
