    Item Description:

    The European Environment Agency (EEA), referred to below as the contracting authority, is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. All documents are available in the attached ZIP File.

    Subject of this call for tenders

    The subject of this call for tenders is the provision of interim staff services for the EEA.

    EEA will need interim staff services as partial replacement or partial complement to its statutory staff in its Headquarters in Copenhagen (Denmark), in the following situations:

    • to replace staff absent due to maternity leave, parental leave, extended sick leave or other similar reasons;
    • to cope with peak periods which require additional workforce for a limited period of time;

    The overall objective of this call for tenders is to provide the EEA with interim staff in a timely manner and in line with the requested job profile, as described in point 1.3 of the tender specifications.

    Please be aware that the interim staff engaged following this procurement procedure under this contract is not and should not be understood as EEA staff. On the contrary, EEA staff is employed based on the Staff Regulations of officials and the Conditions of Employment of other servants of the European Union.

    The interim staff remains staff of the contractor and the contractor will be obliged to engage interim staff in line with the applicable local labour law. To this end, the contractor shall comply with the relevant Danish laws and regulations on employment, taxes, social and pension contributions. The contractor will ensure the fulfilment of all legal and financial obligations towards the interim staff, which include, in addition to the gross salary, all social and pension contributions foreseen by the Danish law for the employer.

    The contractor shall supply only interim staff with the required level of training and professional qualifications and shall take every step and precaution to ensure that only interim staff who are trustworthy, of good reputation and showing conduct in keeping with the duties to be performed are engaged.

    An interim staff can be requested by the EEA for a minimum of 1 (one) day to a maximum of 1 (one) year, with a possibility of renewal of the services of that interim staff for an accumulative period not exceeding 2 (two) years in total. When considering the length of the renewal of the services, the EEA will consult with the contractor and take into consideration any financial and logistical aspects that could influence the provision of the services.

    The maximum duration of requested delivery of interim services of an individual (interim staff) shall be limited in line with the applicable national law. The contractor shall monitor the upcoming deadline of interim services provided by an individual interim staff and shall be solely responsible for providing its services in line with all applicable national employment laws.

    Should the need arise for the EEA to extend the requested services beyond 2 (two) years, the contractor is expected to provide a new interim staff to replace the previous interim staff once the maximum accumulative period has been reached.

    Interim staff will not be requested to carry out missions (business travel) outside EEA Headquarters (Copenhagen) and are not eligible for representing the EEA externally. Interim staff may participate only in in-house training provided by the EEA and if related to their tasks (other training should be provided by the contractor as their actual employer).

    EEA reserves the right to require the interim staff to carry out some duties remotely in exceptional circumstances and on temporary basis.
