Procurement of IT system for Meter Data Management and integration with AMM and legacy systems

Item Description:

The European Bank for Reconstruction and Development (EBRD) was founded in 1991 to create a new post-Cold War era in central and eastern Europe, furthering progress towards ‘market-oriented economies and the promotion of private and entrepreneurial initiative’. The EBRD is owned by 67 countries from five continents, as well as the European Union and the European Investment Bank.

Invitation for pre-qualification

This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices (http://www.ebrd.com/pages/workingwithus/procurement/project.shtml) on 11 November 2016.

Montenegrin Electric Utility Enterprise – DOO “Crnogorski elektodistributivni system” Podgorica (CEDIS), hereinafter referred to as “the Client”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, towards the cost of CEDIS Smart Metering Completion Project.

The Client intends prequalifying firms and consortia to tender for the following contract, hereinafter referred to as “the Contract”, to be funded from part of the proceeds of the loan:

• Supply, installation and commissioning (roll-out) of a new integrated IT system that will be used by the Electricity Distribution Company of the Client for management of:
  • commercial and financial relationship with the Supply companies and the TSO for the activities related to the Electricity Smart metering system currently implemented in Montenegro.
  • the technical processes of maintenance of metering points, which implies the precise knowledge of the elements forming the Electricity Network.

The new integrated IT system will run on CEDIS owned machines, using Oracle database. No additional licences and hardware is procured within this Tender.

The new integrated IT system will initially manage data and processes related 500,000 electricity metering Points (Points of Delivery), but it must be scalable for up to 1 ML metering points. The following main processes/modules are foreseen to be managed in a full integrated manner by the new IT system:

• Topological-spatial technical database of distrobutive electricity network
• Meter data management

• Manage the network connection process
• Billing system for unauthorized consumption
• Customer power failures and complaints
• Reading metering devices and validating metrics
• Bad payer disconnections by the orders of the Supplier
• Energy flows monitoring and energy balances
• Maintenance of metering points, work force managment

The Tenderer that will be awarded, before signing the Contract, will be required to set-up a Proof of Concept of the IT system that will be supplied. Details will be given in Tender Documentation.

Help desk support and training of Client’s personnel will be also required in the Tender.

Please note that the above description has to be intended as indicative. The detailed technical specifications will be included in the Tender Documentation.

Prequalification and tendering is for one single Contract, to be financed with the proceeds of a loan from the Bank; the Contract is open to firms and joint ventures of firms from any Country.
