Item Description:

The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

The Ministry of Education of the state of Eritrea has received financing (loan) from the African Development Fund hereinafter called the Bank towards the cost of Support to Skills Development for Employability and Entrepreneurship and intends to apply part of the proceeds toward payments under the contract for procurement of Workshop Equipment for technical school. The Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

The Project Management Unit of the Ministry of Education (PMU-MOE) now invites sealed Bids from eligible Bidders for Supply, Delivery, Installation, Commissioning and Training Equipment, Tools and Supplies for Machine Shops for Asmara and Halai Technical Schools and Welding and Metal Fabrication Workshop for Asmara, Mai-Habar and Wina Technical Schools.

Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Bank’s Procurement Framework October 2015 and is open to all eligible bidders as defined in the Procurement Framework.

Interested eligible Bidders may obtain further information from Mr. Mebrahtu Gilagaber, General Manager (mgilagaber2019@gmail.com) and/or Mr.Yosief Tekeste, Procurement Manager (yosieftekeste90@gmail.com) and inspect the bidding document during office hours Monday-Friday i.e. 7:30 to 13:00 hrs. at the address given below.

The bidding document in English may be received by interested eligible Bidders upon the submission of a written application to the address below.

Bids must be delivered to the address below on or before 10:00 a.m. Local time on Tuesday, 04 January 2022. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below 10:00 a.m. Local time on 04 January 2022.
