Provision for Insurance Services

Item Description:

The European Commission Directorate General Employment, Social Affairs and Inclusion is launching this open procurement procedure on behalf of the European Labour Authority, referred to below as the contracting authority. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. The European Labour Authority (ELA) is a decentralised agency of the European Union (EU) based in Bratislava, Slovakia.

ELA’s mission is to foster agile and efficient work, conducive to reaching solutions to the challenges faced in the areas covered by the Regulation. The Authority:

• contributes to ensuring that EU rules on labour mobility and social security coordination are enforced in a fair, simple and effective way
• makes it easier for citizens and businesses to reap the benefits of the internal market
• assists national authorities in cooperating for the effective enforcement of the rules.

The ELA’s personnel is drawn from all EU Member States and with international visitors. As such, the ELA is a multicultural organisation with English as the main working language.

General Scope of the Services

The subject of this call for tenders is the Provision for Insurance services for ELA as indicated in the contract notice.

The Authority is currently in a temporary location in Brussels and is expected to start moving to its permanent premises in Bratislava in Q3 2021. The first floor to be occupied will be the 14th floor, followed by the 13th floor to be occupied within Q4 2021. The conference floor as well as the 11th floor will be made available at the latest in Q1 2022. The building is located in the Bratislava I district and will include approximately 5 342 square meters gross floor area, 4 955 square meters net floor space and 4 719 square meters usable working area.

There are approximately 144 members of staff working in the Authority and there is a total capacity for over 250 delegates in the conference rooms of 1 282 m2 on the 3rd floor at any time.

ELA is looking for a contractor to ensure professional insurance coverage and consulting services for the following:

• Contents of ELA’s building and/or premises,
• ELA’s ICT equipment (fixed and mobile IT equipment, office automation equipment, audio-visual equipment),
• Contents of the ELA’s garage,
• Civil liability insurance of the operations of ELA,
• Civil liability insurance for damages caused to third parties and/or the Lessor in relation to ELA’s activities performed in the building and/or premises, including cross-liability, and insurance of third party claims resulting from all of the preceding
• Insurance against the risks of accident, occupational disease and death from natural causes of officials, temporary staff and their spouses, children and other dependents
• Insurance against accident or death for externals (e.g. job applicants, experts etc.).
