Provision of a Terrestrial AIS (T-AIS) data service in specific regions

Item Description:

The European Maritime Safety Agency (EMSA) is planning to award the public contract referred to above. The procurement documents consist of the Invitation, the Tender Specifications with its appendix(es), and the draft contract. All documents are available in the attached ZIP File.

Objective

The Objective of this Call for Tenders is to award a Framework Contract for the provision of a Terrestrial Automatic Identification System (T-AIS) data service in specific regions, to be implemented via Specific Contracts for one or more specific regions.

More details and associated technical requirements are provided in Appendix D. In particular, the tender must be compliant with all minimum requirements listed in this Appendix. Failure to comply with any of the listed minimum requirements will be grounds for the rejection of the tender.

The scope of this Call for Tenders is to request:

1. a feed of T-AIS data for specific regions;
2. a licence to integrate this T-AIS data with other data sources in EMSA’s systems, including SatelliteAIS (S-AIS), T-AIS from SafeSeaNet (SSN), Vessel Monitoring System (VMS), Long Range Identification and Tracking (LRIT) and Mandatory Ship Reporting System (MRS) positions;
3. a licence to distribute this T-AIS data, via EMSA’s Graphical User Interfaces (GUIs) and System-toSystem (S2S) platforms, to EMSA’s Member States and institutional users and to include this data as part of derived products developed by EMSA;
4. Service set up, testing and validation, service maintenance and operation and reporting on the aforementioned T-AIS data services.
