Item Description:
The Common Market for Eastern and Southern Africa (COMESA) has received financing from the African Development Bank (AfDB), towards, among others, the cost for the enhancement of the Africa Information Highway System (AIH) Open Data Platforms under the SCB – V. Part of the AfDB financing will be used to fully finance the costs of the contract entitled “Provision of Consultancy Service for Africa Information Highway System Upgrade”. The program is implemented by COMESA through its Statistics Unit.
The services under the contract shall include, but not limited to:
- enhancing the AIH toolbox through the provision of an innovative SDMX native solution for data collection, data management and data dissemination and exchange;
- delivering of the improved solution and its source code, but also the transfer of knowledge through capacity building and support services to ensure the AfDB’s team is fully independent in maintaining, managing and improving the tool without restrictions of any kind; and
- developing an innovative data integration solution to migrate all data hosted on the current system to the newly improved solution.
COMESA now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (information detailing the company’s existence and areas of expertise, description of past performance in similar assignments, experience in similar conditions, availability of appropriate skills among staff, financial and economic capacity, etc.). The invitation is open to all consulting firms legally registered in Regional and Non-Regional Member Countries of the African Development Bank. Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org
