Item Description:
The European Commission, Joint Research Centre (referred to below as the contracting authority) is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in enclosed ZIP File below.
JRC-GEEL (Belgium) is one of the six scientific sites of the European Commission’s Joint Research Centre (JRC).
As the European Commission’s scientific service, the JRC addresses key societal challenges, providing EU policy makers with independent, evidence-based scientific and technical support required for EU policy making.
JRC-GEEL has a proud history of more than 55 years of scientific research and brings together multi-disciplinary expertise for developing new measurement methods and tools such as reference materials, promoting standardisation and harmonisation across the European Union to stimulate innovation and to protect consumers and citizens.
JRC-GEEL employs about 250 individuals who work on biotechnology, food and feed safety, food fraud detection, healthcare, nanotechnology, nuclear safety and security, and threat detection. Subject of the Framework Contract
The scope of the Framework Contract is the shipment of parcels (documents and non documents) from JRC-GEEL to worldwide receivers.
The services are differentiated according to IATA rules. Based on this the following 4 services types are defined:
- Door to door shipments of documents
- Door to door shipments of non-dangerous goods
- Door to door shipments of dangerous goods in excepted quantities
- Door to door shipments of biological substances category B and/or dry ice as cooling agent
All goods are shipped from JRC-GEEL (Belgium). About 6000 individual shipments are performed each year, with an estimated total mass of around 10.000 kg per year.
The shipment services contain the following points:
- Collecting the parcels at JRC-GEEL (1 collection point);
- Collection and delivery of the parcels to the place of the receiver;
- Organisation of customs clearance and preparation of the necessary customs documents (form Ex-1; export licence for dual-use goods as defined in Regulation 428/2009/EC) when applicable;
- Returning the form Ex-1 and export licence for dual-use goods to JRC-Geel not more than 2 weeks after collecting the parcel.
The majority of the shipments contain documents, non-dangerous goods of customs tariff code 38220000, and other non-dangerous goods of various customs tariff codes.
