Provision of Central Securities Depository (CSD), Money Market and FX Trading Systems

The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

The Government of Mongolia received financing from the Asian Development Bank (ADB) toward the cost of Payment System Modernization Project and it intends to apply part of the proceeds of this loan to payment under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

The Bank of Mongolia (BOM) (“the Purchaser”) invites sealed Bids from eligible Bidders for IB/Goods/2018-002: CSD, Money Market and FX Trading Systems. The BOM has been currently using in-house developed simple registry system and trading systems which are connected to the Core Banking System. These systems support trading and registration of the Central Bank Bills and Government Securities, as well as money market instruments and foreign exchange trading. The proposed Central Securities Depository (CSD) and trading systems, which must be procured in framework of the Payment System Modernization Project (PSMP) is intended to be installed at the BOM and to replace BOM’s existing systems.

International Competitive Bidding will be conducted in accordance with ADB’s Single- Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
