Provision of Data Management Platform as a Service for the SI Department

Item Description:

The Global Fund is looking for a company which will select / configure / design / build a data platform to support the ongoing work of the Strategic Information Department (SID) to provide high quality and timely data analysis.

Background.

The Global Fund is a 21st-century partnership organization designed to accelerate the end of AIDS, tuberculosis and malaria as epidemics.

Founded in 2002, the Global Fund is a partnership between governments, civil society, the private sector and people affected by the diseases. The Global Fund raises and invests nearly US$4 billion a year to support programs run by local experts in countries and communities most in need.

Data in SID currently sits in two silos (Health Financing and Programmatic Results and Impact). The objective of this project is to create an integrated data platform that can allow these different data to interact with each other to facilitate cross-team activities and products. To achieve this goal, the software must perform five basic functions:

• Data aggregation: Aggregating external third party and Global Fund data with the ability to create a data model that allows data from these different sources to interact with each other.
• Data analysis/manipulation: Enable team members to perform basic data analysis and manipulation.
• Data visualization: Enable team members to create data visualizations
• Data publishing: Link data to Global Fund data systems.

One of the benefits of this project will be the increase efficiency and capacity of the Strategic Information Department. The platform will increase efficiency by creating a 1) central repository for commonly used data, 2) facilitate creation of templates for regular reports, and 3) stream lining data flows and validation work. This platform will enable the SI department to spend more time on creating more innovative analyses to support the work of Global Fund, especially with its support to country teams. This work supports the measurement and implementation of one corporate KPI.
