    Item Description:

    The United Nations Office at Nairobi (hereinafter referred to as UNON) on behalf of the United Nations Human Settlements Programme (UN-HABITAT) Uganda invites qualified interested firms to submit Expressions of Interest (EOI) to participate in the upcoming solicitation for the Provision of Equipment Rental Services for the rehabilitation of the Kiteezi dumpsite through implementing the Fukuoka Method, Kiteezi, Kampala, Uganda.

    The overall objective of the Technical Emergency Support Project is to contribute to the establishment of resilient, safe and sustainable environmental administration systems for Kampala Capital City Administration through the implementation of the Fukuoka Method of solid waste management and contribute to inclusive and sustainable urban development and economic growth in Kampala.

    Background:

    The Government of Uganda, together with the Kampala Capital City Authority (KCCA), has made sustainable waste management a key priority. On August 10, 2024, a tragic incident occurred at the Kiteezi dumpsite involving a landslide and explosions, highlighting the urgent need for emergency intervention. In response, the government has committed to immediately decommission the Kiteezi dumpsite and KCCA is actively seeking to transition waste management to new sites. However, the complete decommissioning and relocation process is expected to take more than 18 months. During this interim period, the Kiteezi dumpsite will continue to be in use, making it critical to implement safety improvements and rehabilitation measures. These efforts aim to reduce the risk of further landslides and disasters, which are highly likely to occur during heavy rainfall, thereby protecting public safety and the environment.

    With forecasts predicting heavier rains in 2025, the Kiteezi dumpsite—including its already collapsed sections is highly vulnerable to further landslides, destruction, loss of lives, and property damage. The site currently faces a high risk of additional collapses or methane gas explosions due to rainwater seeping into loosened soil and numerous cracks formed after the initial collapse, potentially affecting more people. In response, UN-Habitat, with funding from the Government of Japan and in partnership with the Kampala Capital City Authority, is collaborating to rehabilitate the collapsed Kiteezi dumpsite and improve overall waste management in Kampala.
