Provision of Impact Assessment Services

Item Description:

The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits proposals for the Provision of Impact Assessment Services on the basis of Long-term Agreement (LTA) without any financial commitment by the Organization and the services are to be ordered subject to the secondary competition among the holders of the LTA on the basis “if and when required”.

The Research and Impact Assessment Division (RIA) within the Strategy and Knowledge Department (SKD) at IFAD, collaborates with the Programme Management Department (PMD) to mainstream impact assessments into IFAD-supported projects, and build government and in country capacity for impact assessments and evidence-based policy making. As part of the Development Effectiveness Framework (DEF), IFAD conducts rigorous impact assessments with ex-ante and ex-post evaluation designs.

For this purpose, IFAD is seeking to identify contractors with strong experience in the development and administration of agricultural household surveys in rural areas of middle- and low-income countries, in the framework of impact assessments.

The tender is organised into five regional lots and one global lot. Vendors can submit to one or multiple lots, while vendors with a global coverage (that includes at least three regions) can submit to the global lot only.
