    Item Description:

    UNISFA’s intention is to enter into a Contract with multiple transport service providers (hereinafter referred to as Contractor), acting on behalf of UNISFA to provide all the required services for a door-to-door, all- inclusive, freight collection, customs clearance, expediting and delivery of the inbound cargo from the point of entry (i.e. Port-Sudan, Khartoum, Kadugli, El Obeid, Metema, Juba, Wau, Malakal, Nimule, Entebbe and Mombasa) to the final destination within the mission area; And, occasionally, of the outbound cargo from the mission area to the point of exit (i.e. Port-Sudan, Khartoum, Kadugli, Metema, El Obeid, Juba, Wau, Malakal, Nimule, Entebbe and Mombasa) or to any other approved destination for cargo repatriated to Troop Contributing Countries (TCCs), and/or other United Nations peacekeeping operations around the world.

    The services shall include freight and item packages tracking, shipment labelling, customs clearance, transit warehousing/storage facilities, loading, unloading and delivery between UNISFA locations, Sudan, South Sudan, Ethiopia, Uganda, Kenya airports, seaports or other nominated delivery points

    UNITAMS intends to enter into a Contract with multiple Transport Service providers (hereinafter referred to as « Contractor »), to provide all the required services for a door-to-door freight delivery service of outbound cargo, from the port of exit (Mission HQ in Khartoum to and from El Fasher, El Geneina, Zalingei, Nyala and Ed Daen in Darfur, Kauda and Kadugli in Kordofan region, also to and from Kassala, Ed Damzine and Port Sudan).

    The Services shall include freight, shipment labelling, customs clearance, MHE / loading equipment and shipping.

    SPECIFIC REQUIREMENTS / INFORMATION (IF ANY)

    UNISFA is seeking a proposal for a holistic solution encompassing all aspects of the door-to-door movement of freight vis-à-vis the services described below. The intent is to identify multiple Contractor(s) who will undertake full responsibility for all aspects of UNISFA’s movements, using multi-modal transportation as necessary to best serve the requirements of a given moment.

    Services will include the following:

    North Route Transportation: This category includes transportation and related services at origin and destination locations in the North Route including, but not limited to Port Sudan, Khartoum, Kadugli, Diffra, Todach, Abyei and Buram. Related services, if required, shall include customs clearance, in-transit storage, material handling equipment and manpower.

    South Route Transportation: This category includes transportation and related services, at origin and destination locations in the South Route including, but not limited to Mombasa, Entebbe, Juba, Wau, Gok Machar, Abyei and Malakal. Related services, if required, shall include customs clearance, in-transit storage, material handling equipment and manpower.

    North Route Customs Clearance: This category includes customs clearance and related services including local delivery, if required, in Port Sudan, Khartoum, El Obeid, Kadugli and Metema.

    South Route Customs Clearance: This category includes customs clearance and related services including local delivery, if required, in Mombasa, Entebbe, Juba, Malakal, Wau and Nimule.
    North Route MHE: This category includes provision of the mechanical handling equipment in the North Route locations including, but not limited to Port Sudan, Khartoum, Kadugli, Diffra, Todach, Abyei and Buram. The MHE may include either of the following:

    1. 2 (two) 20 ton off-road fork lifts
    2. 2 (two) 30 Ton mobile Cranes or their equivalent for container handling
    3. 4 (four) low-bed trucks

    South Route MHE: This category includes provision of the mechanical handling equipment in the South Route locations including, but not limited to Mombasa, Entebbe, Juba, Wau, Gok Machar, Abyei and Malakal. The MHE may include either of the following:

    1. 2 (two) 20 ton off-road fork lifts
    2. 2 (two) 25 ton crane
    3. 2 (two) 30 Ton mobile Cranes or their equivalent for container handling
    4. 4 (four) low-bed trucks

    Vendors must propose to provide services in both Transportation and Customs Clearance categories whether in the North Route, South Route or both in which they consider themselves to have a competitive advantage. Ensuing Contracts shall include both Transportation and Customs Clearance categories and/or MHE, depending on the vendor’s proposal and demonstrated ability, as deemed by the UN to meet the included requirements.

    Locations, Facilities & Departments. The Contractor shall have the capacity to address requirements for storage and movement of cargo from/to any designated point of entry/exit or within any region as directed within the Task Order (“TO”), and engage with the relevant country and/or state Authorities (Customs Department, Ministry of Foreign Affairs, Ministry of Finance and other government departments as appropriate).

    Logistics Tasks. The Contractor will be required to consolidate, package and label consignments, process customs documentation, obtain customs clearance, load and unload consignments, handle and transport dangerous goods from origin to destination.

    Delivery Times. The Contractor shall deliver to UNISFA facilities on UNISFA working days (Sunday to Thursday) between 8.00am and 4.00pm only. Deliveries made outside of the specified hours shall be received the next working day. Any cost associated with such deliveries shall be paid by the Contractor.

    UNITAMS is seeking a proposal for a holistic solution encompassing all aspects of the door-to-door movement of freight vis-à-vis the services described below. The intent is to identify multiple Contractor(s) which will undertake full responsibility for all aspects of UNITAMS movements, using multi-modal transportation as necessary to best serve the requirements of a given Movement / Task Order.

    Services will generally include the following:

    Locations, Facilities & Departments. The Contractor shall have the capacity to address requirements for movement of cargo within the Task Order (“TO”) and engage with the relevant region and/or state Authorities ( Local Customs Dept, Sudan Ministry of Foreign Affairs and other Government departments as appropriate).

    Warehousing. The Contractor shall have, in Darfur ( El Fasher, Nyala, Ed Daen, El Geneina & Zalingei ), Khartoum, Kassala, Kadugli and Port Sudan, a minimum storage capacity to be used in support of the services for storage of 100 TEUs up to the duration of the Contract.

    Logistics Tasks. The Contractor will be required to consolidate, package and label consignments, process customs documentation, obtain customs clearance, load and offload consignments, handle and transport dangerous goods from Khartoum, El Fasher, Kadugli, Kassala and Port Sudan to the Place of Delivery.
