Item Description:
The European Maritime Safety Agency (EMSA) is planning to award the public contract referred to above. The procurement documents consist of this Invitation, the Tender Specifications with its appendix(es), and the draft contract. All document are available in the attached ZIP File.
Scope of the framework contract
The scope of the Framework Contract for the Provision of Near-shore Oil Pollution Response Equipment is to supply near-shore equipment to EU Member States and EFTA Countries.
The equipment shall be delivered by the suppliers in one of the European Union or European Free Trade Association (EFTA) countries identified by EMSA within each specific contract (point 2.3.2 of the Technical Specifications). The supply of equipment shall include transportation, commissioning of the equipment and on-site training services.
Scope of the work and division into lots
This open procedure is divided into three lots for the provision of different categories of equipment to be purchased in accordance with the maximum ceilings as per table below:
Lot 1: Autonomous Oil Pollution Response Platform
The autonomous response unit consists of a working boat with propulsion on customised trailer, integrated crane, oil recovery system and recovered oil storage capacity.
Lot 2: Fence Solid Flotation Boom
The boom is a solid light-weight floating curtain boom with internal foam buoyancy divided in sections with standardised connectors.
Lot 3: Floating Temporary Oil Storage Barge
The temporary storage of oil is an inflatable, floating oil storage barge, intended for the storage and transport of oil recovered during pollution response operations and equipped with offloading oil transfer capability.
Tenderers may decide to submit an offer for one or more lots. Similarly, tenderers may submit more offers for one lot if these offers are for different technical solutions, provided that they all comply with the minimum requirements referred to in point 2.2 of the Technical Specifications. For each lot, the technical description of the equipment is presented in the Technical and Financial tender template (Enclosures 1 to 3 to these Tender Specifications), which is used as reference document for the evaluation of the tenders vis-à-vis minimum requirements (point 2.2 of the Technical Specifications), Selection criteria for technical and professional capacity (point 15.5 of the Technical Specifications) and Award criteria (point 16 of the Technical Specifications).
