    Item Description:

    The European Insurance and Occupational Pensions Authority, referred to below as “EIOPA” or “contracting authority”, is planning to award the contracts resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contracts and the tender specifications with their respective annexes. All documents are available in the attached ZIP File.

    The scope of this tender is divided into 2 Lots:

    • Lot 1: Personal and interpersonal skills training
    • Lot 2: Team building

    General Objective Lot 1: Personal and interpersonal skills training

    The list below shows a selection of standard courses in the area of personal and interpersonal skills training that the contracting authority has organised in the past and that the contractor should be able to provide as a minimum:

    • Communication and presentation skills;
    • Negotiation and conflict management;
    • English business writing skills;
    • Giving and receiving feedback;
    • Mindfulness.

    The trainings shall be delivered via an online platform that is available to the staff of the contracting authority1. The trainings shall be interactive with a balanced mixture between theoretical input and practical exercises. The trainer shall make use of break out rooms for group work and ensure that the participants are fully engaged. Furthermore, the trainings shall expose participants to the latest concepts, information and techniques in the respective areas. The intended objectives of the courses are to ensure that participants acquire the relevant skills in the context of working in an international and multi-cultural environment. The trainings should assist the participants to define and implement a strategic approach to real-world situations and to raise awareness regarding the interpersonal behaviours. The training methodology used shall be based on “learning by doing”.

    The contractor should be able to provide trainings ranging from 15 minutes to 8 hours (over a specific time period), depending on the contracting authority requirements. The contractor needs to be flexible enough to meet the contrcting authority time needs. A virtual producer is required to support the technical aspect of trainings and to ensure customer satisfaction.

    In addition, the contracting authorities may wish to order other courses when required. Therefore, the list mentioned above is only an example and is not exhaustive; other trainings in this area may be requested of the successful contractor. Courses may be standard market versions or tailor-made to meet the contracting authority needs.

    General Objective Lot 2: Team building

    The objective of this Lot is to award the contract to the service provider that shall organise engaging team building events for departments, units and teams online. The team building shall be delivered via an online platform that is available to the staff of the contracting authority. The trainings shall be interactive with a balanced mixture between theoretical input and practical exercises cohesive with online team buildings. The trainer shall make use of break out rooms and ensure that the participants are fully engaged. The intended objectives of the team building based on the needs analysis are to reach the objectives of the day and focus on improving communication and collaboration within the team. The team building should assist the participants to improve job satisfaction, improve team collaboration and to build a team culture. The training methodology used shall be based on “learning by doing”.

    The contractor should be able to provide team buildings ranging from 1 to 8 hours per day (over a specific time period), depending on the requirements of the contracting authority. The contractor needs to be flexible enough to meet the time needs of the contrcting authority. A virtual producer is required to support the technical aspect of the team building and to ensure customer satisfaction.

    Specific objectives applicable for both Lots:

    • All trainings have to be held in English language;
    • The trainings shall be delivered via an online platform that is available to the staff of contracting authority who join this procurement procedure. A virtual producer is required to support the technical aspect of trainings and to ensure customer satisfaction.
    • The provider will send the online platform link to join the training to the learning functional mailbox at least 2 days prior to the training date.
    • The contractor shall nominate an account manager/coordinator who is to act as the main contact point for the contracting authority’s training coordinator;
    • The provider will be responsible for collecting online course evaluation feedback forms at the end of each training. The results from the feedback should be sent back to the contracting authority within 2 days.
    • Participants appreciate receiving a certificate of attendance. The provider will deliver the certificates of attendance within 5 working days for all half day/full day courses. Each separate certificate should be saved and named using the participants first name and surname. The provider will send the certificates to the contracting authority.
    • Invoices are to be issued according to the payment arrangement in the FWC.
