Item Description:
The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) is the regional development arm of the United Nations for the Asia-Pacific region and it is headquartered in Bangkok, Thailand.
The United Nations Building in Bangkok was constructed in phases and consists of the Secretariat and Service Buildings constructed in 1972 and United Nations Conference Centre (UNCC) in 1989. The total complex floor areas are approximately 90,000 square meters consisting 34,000 square meters of occupied areas, 25,000 square meters of common areas, 30,000 square meters of parking spaces and 1,000 square meters of other spaces.
- The Secretariat Building is an office building consisting of 16 floors and basement containing plant room and building services.
- The Service Building is primarily an office building consisting of 5 floors and roof top where cooling towers and solar installations are located.
- The UNCC building is a purpose-built conference facility consisting of 3 floors of meeting rooms, document storage areas, restaurants, as well as a basement containing underground parking, wastewater treatment plant and plant rooms.
The building space serves approximately 1,100 staff and 370 various service providers. The building operates between 10 to 12 hours a day, Monday through Friday and with weekend and longer weekly operating hours during special conference or event.
DESCRIPTION OF REQUIREMENTS:
UNESCAP seeks to engage qualified firms with highly experienced and skilled task order operatives and on-site coordination skills to provide day-to-day inventory record-keeping and data collection support, office supply support, receipt and inspection support, property physical check and data collection support, space data record-keeping and research support, and property disposal and sale support services to UNESCAP staff at the United Nations Building in Bangkok.
The expertise that may be required under the Services include, but are not limited to:
- Inventory Record-Keeping and Data Collection Support
- Office Supply Support
- Receipt and Inspection Support
- Property Physical Check and Data Collection Support
- Space Data Record-Keeping and Research Support
- Property Disposal and Sale Support.
Companies responding to this EOI need to have a deep understanding, expertise and experience with these services and the related industries. The services shall be provided on-site at the UNESCAP premises in Bangkok, Thailand. The services shall be performed by suitably qualified and experienced firms that have the capability of hiring and retaining qualified and experienced individuals required for the services.
The detailed Scope of Work will be given under the Request for Proposal document that will be issued for the requirement.
PRE-QUALIFICATION REQUIREMENTS / INFORMATION:
Interested firms /entities shall submit their EOI (in accordance with the “Instructions for submitting EOI” indicated under III below) and demonstrate that they meet or exceed the following requirements. Firms / entities who do not meet these minimum requirements will not be invited to participate in the solicitation (Request for Proposal – RFP) to be issued for the requirement:
a. Company experience: Minimum of five (5) years of proven experience in providing inventory record- keeping and data collection support, office supply support, receipt and inspection support, property physical check and data collection support, space data record-keeping and research support, and property disposal and sale support services of similar scope and profile. Bidders shall provide a summary of company background, field of expertise and number of years of experience.
b. Project references: Provide a minimum of three (3) local or international project references where the firm / entity has provided similar services within the last five (5) years. Each project reference shall include the value, services provided, employer, contract duration and location, plus any other pertinent information.
c. Local experience: Provide at least one (1) local project reference where the firm / entity has provided inventory record-keeping and data collection support, office supply support, receipt and inspection support, property physical check and data collection support, space data record-keeping and research support, and property disposal and sale support services within the last 5 years in Thailand. Include the value, services provided, category of skills/expertise/ personnel, employer, contract duration and location, plus any other pertinent information. This reference project can be the same as the one referenced under item ‘b’ above.
The UN seeks to promote effective international competition for the service. It is stressed however, that the appointed Contractor must perform these services onsite at UNESCAP for the duration of the resultant Contract. Full details of the requirement will be communicated in the tender documentation however; it is important to stress that this requirement may only be effectively fulfilled by means of the successful Contractor presence in the region, and the company has to fulfill all employement regulations in Thailand. Companies interested in participating in the resultant RFP must ensure registration at the United Nations Global Marketplace prior to the RFP closing date.
