Item Description:
The Office of Human Resources from the UN Secretariat is seeking expressions of interest from capable vendors to support several bi-annual listening surveys among its staff. The UN Secretariat has a diverse workforce with about 36000 staff members from 150 + countries working in Arabic, Chinese, English, French, Russian and Spanish across the globe.
The selected vendor will partner with the UN Secretariat through a multi-year contract to better understand its organizational culture, the degree to which that culture supports goals related to Accountability, Agility, Diversity and Inclusion of the People Strategy Outcomes and the best way for the organization to take action in achieving its goals incorporating staff views.
The objective of the main survey (biannual) is to help the UN build sustainable high-level staff engagement across the organization through:
A – Measure and monitor engagement as a key driver of high performance.
B – Provide UN staff with a mechanism to proactively participate in shaping their work environment;
C – Increase understanding among managers and staff on how the UN can better engage staff and deliver better results through increased productivity, continuous search for more effective and efficient ways of work, and innovation; and
D- Guide focused management action – globally and locally.
The vendor should have a fully accessible tool/platform to deliver multilingual United Nations Staff Listening Surveys to approximately 36,000 staff members globally. The main responsibilities of the selected vendor will be to:
a. Design and deliver multilingual staff surveys in-line with industry best practices;
b. Host and implement the surveys as a third party – ensuring maximum protection of individually identifiable data from any disclosure;
c. Provide Organization with dashboard graphics to monitor progress on survey responses “real-time” and enable “real-time” monitoring at local levels.
d. Analyze Survey results globally and locally and deliver relevant reporting functionalities; facilitate analysis of linkages between Survey results and key organizational performance matrices; work with UN to communicate Survey results to the Organization;
e. Facilitate action planning for result follow-up through the analysis and prioritization of drivers, exploring linkages and dependencies between various results/drivers, and providing information about possible “strategies”;
f. Global Help Desk to support the global workforce in English/French to survey takers and those monitoring the dashboards.
The detailed scope of requirements will be provided in the Request for Proposal (RFP), which will be sent out to all vendors responding to this EOI. No further detail can be made available before the issuance of the RFP solicitation.

- This solicitation will be conducted through the ARIBA platform (e-tendering) directly connected to UNGM data. Therefore, interested vendors are instructed to verify that their UNGM account is up to date regarding the contact information (representative emails) in order to ensure receipt of tender notifications.
- This REOI does not constitute a Solicitation; responding to the REOI does not guarantee that the Vendor will be invited to participate in the Solicitation when issued.
- The UN reserves the right to change or cancel the procurement at any time during the REOI process or the formal Solicitation process.
- The UN reserves the right to send the Solicitation Documents to Vendors who were identified through additional market research or other means to source the UN requirements.
