    The European Investment Bank Group (EIB Group) consists of the European Investment Bank (EIB or the Bank) and the European Investment Fund (EIF).

    The mission of the EIB is to contribute, by financing sound investment, to the policy objectives of the EU, as laid down in its statutes and in decisions of the European Council.

    The EIB contributes towards the integration, balanced development and economic and social cohesion of the Members of the EU. To this end, it raises on the markets substantial volumes of funds that aim at financing capital projects according to the objectives of the EU with the most favourable financial terms. Outside the EU the EIB implements the financial components of agreements concluded under European development aid and cooperation policies.

With investments in over 400 funds, the EIF is a leading player in European venture capital due to the scale and the scope of its investments, especially in high-tech and early-stage segments.

    Objective of this tender

    The overall objective of the project of which this contract will be a part is to contribute to the Government of Georgia’s objectives to increase the share of renewables in the electricity mix and the security of supply, to foster private investment in electricity sector and to contribute to climate change mitigation. The purpose of this contract is to assist the Georgian State Electrosystem (GSE) to assess the opportunity of energy storage in the context of the Georgian power system, and develop an Energy Storage Strategy for Grid in Georgia.

    The assignment consists of the following tasks:

    • Task I: Assignment Inception period
    • Task II: Review of the Energy Storage Technologies
    • Task III: Assessment of the Georgian electricity sector
    • Task IV: Economic modelling of the Georgian electricity system
    • Task V: Perform technical grid studies to define locations of new storage capacities
    • Task VI: Strategic Environmental and Social Assessment for new storage capacities
    • Task VII: Energy Storage Strategy for Grid

    The Assignment foresees two phases. Phase 1 comprises the Task I through Task IV, and Phase 2 comprises the Task V through Task VII. It should be noted that Phase 2 is subject to positive outcome of the Task IV on the opportunity for energy storage. An administrative order is to be issued by the Contracting Authority for the commencement of the Phase 2 activities. Moreover, the consulting services under the Phase 2 can be terminated without any further liability on the Contracting Authority or/and the Promoter.

    The intended commencement date is November 2019 and the period of implementation of the contract will be 6 months from this date, excluding deliverables and reports review period. Phase 1 of the project should last for 3 months, and phase 2 should last for 3 months. The administrative order to proceed with phase 2 will be issued by the Contracting Authority within 10 working days following the submission of report for task IV (end of phase 1).

    The assignment will be carried out by a multidisciplinary team of experts including 4 Key experts: Team Leader/Senior power network planner, Power system engineer, Energy storage expert, Hydropower Scheme specialist.
