The European Commission is an institution of the European Union, responsible for proposing legislation, implementing decisions, upholding the EU treaties and managing the day-to-day business of the EU.
The European Commission, DG COMP – Competition, referred to below as the contracting authority, is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, this invitation letter, the draft contract(s) and tender specifications with their respective annexes. All documents are available in the attached ZIP File.
Subject of this call for tenders
The subject of this call for tenders is the provision of technical expertise in relation to digital services in the context of enforcement of competition law and of ensuring contestability and fairness in that sector.
This call for tenders is divided into two lots:
Lot 1: Technical expertise related to digital services markets on access related issues:
This Lot includes the task to provide technical expertise in the following digital services: operating systems; virtual assistants; payment services including technical services supporting payment services and payment systems for in-app purchases; identification services (that is services enabling the verification of the identity of end users or business users); number-independent interpersonal communication services; and other digital services.
Lot 2: Technical expertise related to digital services markets on data related issues:
This Lot includes the task to provide technical expertise in the following digital services: online intermediation services; online search engines; online social networking services; video-sharing platform services; web browsers; cloud computing services; online advertising services, including advertising intermediation services; and other digital services.
