Item Description:
The European Asylum Support Office (referred to below as the contracting authority) is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in the attached ZIP File.
Objective
This tender aims to conclude a single framework service contract that regulates the availability of temporary agency workers3 (also called: ‘temporary workers’ or ‘the worker’) from Temporary Work Agencies (also called: ‘Contractor’) to the European Asylum Support Office (also called: ‘Contracting authority’, ‘the Agency’ or ‘EASO’), in accordance with a predefined time frame and with the required competency profiles.
Temporary workers are not staff members of the Agency: they are not subject to the Staff Regulations or to the Conditions of Employment of Other Servants of the European Union.
The provision of temporary workers services (administrative and operational) may be requested in the following circumstances (indicative and non-exhaustive):
- to complement resource-gaps in the Contracting Authority’s provision of operational support services5 to EU Member States as referred to in Chapter 3 of the EASO Founding Regulation;
- to support, on a temporary basis, projects and/or tasks and activities which require specific competencies which are not available within the Agency;
- to cope with peak periods of heavy workload, which require an additional workforce for a fixed period of time;
- to replace staff member(s) in the event of maternity leave, long-term illness, parental or family leave, other short or long-term absences.
The Contractor shall provide services only through temporary workers who possess the required level of professional qualifications and training, and shall take every step and precaution to ensure that only temporary workers that are trustworthy, of good reputation and show conduct in keeping with the duties to be performed, are engaged.
