Background
The Global Fund is a 21st-century partnership organization to accelerate the end of HIV, tuberculosis and malaria as epidemics. Founded in 2002, the Global Fund is a leading contributor of resources in the fight against AIDS, tuberculosis and malaria. It mobilizes and invests nearly US$4 billion a year (US$2 billion a year in health products) to support countries and communities most in need. It has an active portfolio of over 430 active grants in over 100 countries, implemented by local experts. As part of its strategy 2017-2020 on Investing to end epidemics (see figure 1), The Global Fund simultaneously deploy strategic procurement practices through the Pooled Procurement Mechanism (PPM) to encourage competition and ensure product availability, as well as leveraging the Expert Review Panel mechanism to accelerate the entry of multiple quality- assured suppliers in key product categories.
The Supply Operations Department manage the Pooled Procurement Mechanism (PPM) driving the procurement and supply of US$ 1.1 billion health products, provide support to establishment of stronger supply chain mechanism in countries and manage quality assurance policies for health products procured with Global Fund Grants.
The Global Fund Quality Assurance Team provides continuous assurance that health products procured with the Global Fund funds are of good quality safe and efficacious until the final distribution to the end-users. The mission of the Global Fund Quality Assurance Team plays a key role in the management of risks associated with quality, safety and efficacy of health products procured with Global Fund Funds by:
- Consider existing risk profile for each types of health products and placing most emphasis on the higher risk products;
- Identifying and evaluating the risks posed by a product before it can be approved for procurement (ERP product assessment or evaluation);
- Identifying and evaluating the risks posed by manufacturing processes;
- Identifying and evaluating any new risks that may arise following approval of the product and licensing of the manufacturer (post market surveillance);
- Collecting and forwarding any information on any potential new risks that arise following approval of the product and licensing of the manufacturer; and
- Communicating on any change in the existing risk profile to countries and partners.
A specific quality risk management framework has been established and detailed in the Two Global Fund Quality Assurance Policies (i.e. Quality Assurance policies for Pharmaceutical products and Quality Assurance Policy for Diagnostics products). Those policies are regularly updated based on change in the Quality Assurance environment in which The Global Fund operates and/or newly identified risks. Specific Quality Assurance Requirements for Vector Control products and for few other health products are provided in the Guide to Global Fund Policies on Procurement and Supply Management of Health Products (the “PSM Guide”).
Purpose of this RFP
The purpose of this RFP is to:
- Select a panel of suppliers who will enter into long-term framework agreements with the Global Fund to undertake a large scope of quality assurance, quality control and risk management services on health products to leverage implementation of Global Fund Quality Assurance Requirements. The final contract shall be valid for a three- year period, start date to be confirmed, after which both parties will have the option of extending the contract for an additional period of up to two years upon mutual consent.
- Use the conclusion of the RFP to enter into a framework agreement with the Global Drug Facility (GDF), which is procuring Anti Tuberculosis products for many of Global Fund supported countries, to undertake specifically consignment inspection/sampling and quality control testing.
- Share the conclusion with other International partners (WHO/UNICEF/UNDP/…) if desired in order to increase (1) harmonization of activities between partners, (2) standardization of processes and procedures and (3) cost efficiency through the pooling of activities and sharing of results.
- Share the conclusion with Principal Recipients of Global Fund funds, if desired in order to increase cost efficiency through the pooling of activities and sharing of results.
The purpose of this RFP remains in line with the main driving principle of Global Fund QA policies which is to consider and take best benefit of existing mechanisms around the globe which provide assurance of quality, safety and efficacy or performance of health products.
