    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Request for Expressions of Interest (EOI)

    The Government of the Gambia has received financing from the African Development Bank towards the cost of the Inclusive Growth Promotion Institutional Support Project (IGPISP), and intends to apply part of the agreed amount for this grant to payments under the contract Recruitment of a Consulting Firm to formulate a revised national gender policy 2021-2030 and strategic plan 2021-2025).

    Duration of the assignment: The Consultant Firm will be required to complete this assignment in 3 (three) months from the date the contract is signed.

    Scope of Assignment

    The consultants are required to review the achievements, identify gaps and challenges of the implementation of the Gender Policy; conduct gender analysis of the Gambian context; and provide institutional analysis of gender mechanism, including identifying the need of the Directorate of Gender and Women Empowerment under the Ministry of Women, Children and Social Welfare. Based on these outcomes together with desk review findings, the Consultant will:

    1. Undertake stakeholder mapping and analysis; lead consultations with regional and national stakeholders;
    2. Undertake a situation analysis, share findings, lessons, and recommendations of the Gender Policy Review process and align into the key components of the new Policy and costed strategic plan;
    3. Develop a draft Gender Policy 2021-2030 and a 5-year costed Strategic Plan 2021-2025;
    4. Develop a theory (or a set of theories) of change to show the pathways towards the results of the proposed strategy and policy priorities;
    5. Propose a strategy for achieving the policy objectives and key results;
    6. Develop an action plan for the strategy;
    7. Develop a Results Monitoring Framework for the plan period aligned to the National Development Framework;
    8. Finalize Gender Policy and Strategic plan with M&E Framework and submit to the Ministry.

    The Project Coordination Unit of the Ministry of Finance and Economic Affairs under the Inclusive Growth Promotion Institutional Support Project (IGPISP) now invites eligible Consulting Firms to indicate their interest in providing this service. Interested Consulting Firms must provide information indicating that they are qualified to perform the services (description of similar assignments, experiences in similar conditions and availability of appropriate professional skills, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

    Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Funded Operations, October 2015”, which is available on the Bank’s website at http://www.afdb.org.
