Request for Proposals for Procurement of a Consultant for the SECUREX Project, A Project of the UPU’s Quality of Service Fund (QSF)

The SECUREX Project is a project of the UPU’s Quality of Service Fund (QSF). The objectives of the project are as follows:

1. Development of a Post-Customs implementation plan among the DOs for electronic Customs data exchange
2. Time in customs reduced compared to 2014 (measured by EDI messages E and F for items of the DOs) by 10%, for those items for which ITMATT data is received in advance

2. Objectives of the assignment and expected deliverables

2.1 The Universal Postal Union (UPU) invites proposals concerning the following objectives and deliverables from the Consultant to be hired through this tender:

• Ensure smooth implementation of the SECUREX Project and meet the objectives of the project in full.
• Support all aspects of the SECUREX project including preparation of the periodical reports and its presentation to the QSF Board of Trustees
• Assist in the operational implementation of electronic pre-advice of customs declarations for postal items for security purposes and fiscal declaration.
• The consultant is expected to :

o Work under the overall direction of the Supply Chain Coordinator of the IB, UPU.
o Conduct analysis on the current status of customs data exchange among the Designated Operators and their respective Customs counterparts.
o Cooperate in the planning, implementation, supervision and evaluation of field support cooperation projects as agreed upon between the UPU and the parties concerned in each relevant region.
o Conduct workshop(s) and process reviews for Posts and Customs.
o Provide the UPU International Bureau with monthly status reports on the implementation of the projects.
