    Item Description:

    The World Health Organization (WHO) is seeking offers for the development of a strategy for early warning and response (EWAR) in the WHO European Region, and the development of country surveillance system assessment materials for EWAR to be pilot-tested in Georgia and Kyrgyzstan. Your ☒ Company ☒ Institution is invited to submit a proposal for the services in response to this Request for Proposals (RFP).

    WHO is a public international organization, consisting of 194 Member States, and a Specialized Agency of the United Nations with the mandate to act as the directing and coordinating authority on international health work. As such, WHO is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are, therefore, requested to propose the best and most cost-effective solution to meet WHO requirements, while ensuring a high level of service.

    Requirements

    WHO requires the successful bidder, to carry out the work detailed in the Terms of Reference (Annex 1) in close collaboration with Health Emergency Information & Risk Assessment, Division of Health Emergencies and Communicable Diseases (HIM) at WHO Regional Office for Europe.

    The successful bidder shall be a institution operating in the field of epidemiological surveillance with proven expertise in the development of early warning and response systems (EWAR). As this work requires in depth knowledge of the Region, national-level context, and travel within the Region, only those institutions based in the WHO European Region will be considered. It is estimated the work will take a minium of 45 working days between the months of October 2019 and February 2020. Please see the detailed terms of reference in Annex 1 for additional requirements.

    Bidders should follow the instructions set forth below in the submission of their proposal to WHO.
