Supply and Delivery of Fertilizers and Pesticides for Maize, Rice and Pasture

The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

Invitation for Bids

The Republic of Uganda has received financing from the AfDB hereinafter called the Bank towards the cost of the Agricultural Value Chain Development Programme (AVCP) – Project 1, and intends to apply part of the proceeds toward payments under the contracts for;

a)  Lot 1 – Fertilizers for Maize (through call-off orders);
b)  Lot 2 – Fertilizers for Rice and Pasture (through call-off orders) and;
c)  Lot 3 – Pesticides for Maize and Rice (through call-off orders).

For each of these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.

Bidders may Bid for one or more lots, as applicable and, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one lots as applicable will be allowed to do so, provided those discounts are included in the Letter of Bid.

The Ministry of Agriculture Animal Industry and Fisheries now invites sealed Bids from eligible Bidders for; Lot 1 – Fertilizers for Maize (800 metric tonnes); Lot 2 – Fertilizers for Rice and Pasture (350 metric tonnes); and Lot 3 – Pesticides for Maize and Rice (6,500 Litres). A margin of preference is not applicable

Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Bank’s Procurement Framework for Bank Group Funded Operations”, dated October, 2015, and is open to all eligible bidders as defined in the Procurement Framework.

Interested eligible Bidders may obtain further information from Procurement and Disposal Unit, Ministry of Agriculture, Animal industry and Fisheries , Plot 16-18, Lugard Avenue – Entebbe, Tel: 256-414 320981/Fax 256-41-340685, email: procurement@agriculture.go.ug/ and copy to: avcp@agriculture.go.ug, and inspect the bidding document during office hours i.e. 0900 to 1700 hours at the address given below.

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Ugx. 100,000/= (Uganda Shillings One Hundred Thousand). The method of payment will be through Banks authorised to receive non-taxable revenue. The document will be issued to bidders direct from Procurement and Disposal Unit office of the Ministry or via e-mail upon request by the interested bidder.

Bids must be delivered to the address below on or before 11.00 am on 25th April 2022. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 11.30 am on 25th April 2022.

All Bids must be accompanied by a Bid Security of;

a)  Lot 1 – Ugx 41,000,000/= (Uganda Shillings Forty One Million);
b)  Lot 2 – Ugx 18,000,000/= (Uganda Shillings Eighteen Million);
c)  Lot 3 – Ugx 2,500,000/= (Uganda Shillings Two Million Five Hundred Thousand).
