The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Invitation for Bids [IFB]
The Liberia Electricity Corporation has received financing from the African Development Bank hereinafter called the Bank toward the cost of the Liberia Energy Efficiency and Access Project (LEEAP), and intends to apply part of the proceeds toward payments under the contract for Supply and Delivery of Heavy-Duty Equipment. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
The Liberia Electricity Corporation (LEC) now invites sealed Bids from eligible Bidders for a heavy-duty equipment (Derrick Digger Truck and 3 Boom Bucket Truck Equipment) to be delivered at the Bushrod Island warehouse, Monrovia, Liberia, during the period of 14 months’ delivery with no Margin of Preference applicable.
Bidding will be conducted through the International Competitive Bidding (ICB) method as specified in the Bank’s “Procurement Policy Framework for Bank Group funded operations” dated October 2015, http://www.afdb.org/en and is open to all eligible bidders as defined in the Procurement Framework.
Interested eligible Bidders may obtain further information from the Liberia Electricity Corporation, Mr. Muntungwa Mugala, Executive Director for Projects & Planning Email: mmugala@lecliberia.com afdbprocurement@lecliberia.com and pmashingaidze@lecliberia.com and inspect the bidding document during office hours 0900 to 1700 hours at the address given below.
The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$100.00. The method of payment will be by Bankers Check in favor of Liberia Electricity Corporation (LEC) or paid in cash to the Finance Office, 1st Floor, LEC Central Office. Alternatively, a direct payment into Liberia Electricity Corporation Cash EPP No: 0011134701652405, (Swift Code No. ECOCLRLM) held with ECOBANK LIBERIA LTD and submitting the payment advice as evidence to collect the Bid Documents. An additional amount will be charged for deliveries by courier. The bid documents will be sent to the applicant electronically to the e-mail address given by the applicant for this purpose.
Bids must be delivered to the address below on or before 10 AM GMT, April 16, 2021. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 10 AM, GMT April 16, 2021.
All Bids must be accompanied by a Bid Security of USD 9,000.00.
