Item Description:
The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Request for Expressions of interest (REOI)
The Guma Valley Water Company (GVWC) has received financing from the African Water Facility (AWF) and the Netherlands Enterprise Agency – Develop2Build (D2B) Program towards the cost of the Freetown Water Supply and Sanitation Master Plan and Investment Studies Project, and intends to apply part of the agreed amount for the grants to payments under the contract for Consultancy Services for the Development of Complementary Water Supply Infrastructure for the Short to Medium Term.
The services to be undertaken include: (i) carrying out feasibility studies; (ii) preparing designs and drawings; (iii) preparing tender documents and cost estimates; (iv) assessing associated Environmental and Social Impact (ESIA); and (v) preparing Resettlement Action Plan (RAP) for the development of surface water-based water supply infrastructure, including development of a dam for the Freetown Water Supply System.
The GVWC now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services. The following core expertise will be required: Water Supply Project Management; Water Resources Management; Water Supply Infrastructure Design; Dam Engineering; Environment and Climate Change Adaptation/Mitigation; and Economics/Financial Analysis.
Minimum qualification criteria include verifiable track record in the following: (i) undertaking detailed feasibility studies for the development of surface-water based water supply schemes; (ii) preparation of detailed designs and drawings for complete water supply schemes, based on surface water with dam construction for raw water impoundment; (iii) preparation of tender documents and cost estimates for water supply schemes; (iv) undertaking Environmental Impact Assessment for Water Supply Projects; (v) preparation of Resettlement Action Plan; (vi) work in Sub-Saharan Africa. Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” “May 2008 Edition, revised 2012, which is available on the Bank’s website at http://www.afdb.org. The Combined Quality and Cost Selection (QCBS) Method will be used for evaluation of proposals from the shortlisted consultants.
