Supply of district heating network pumps, fans and frequency converters

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (http://www.ebrd.com) on May 27, 2016.

SA CET-Nord hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) ) and a grant from the Eastern Europe Energy Efficiency and Environmental Partnership (E5P) Regional Fund, administrated by the Bank, towards the cost of Balti District Heating Project.

The Purchaser now invites sealed tenders from Suppliers for the following contracts to be funded from part of the proceeds of the loan:

• Lot 1 – Supply of district heating network pumps and frequency converter
• Lot 2 – Supply of air FD fans, flue gas ID fans and frequency converters

Location: SA CET-Nord, 168 Stefan cel Mare Str, MD 3121, Bălți, Moldova.

The Lots will be implemented concurrently and should be completed within 6 months after the Contract Agreement signing date.

The Tenderer shall include and emphasize separately the associated services in his tender.

Tenders are invited for one or more lots.  Each lot must be priced separately.  Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum qualification requirements:

For Lot 1:

• Average annual turnover as prime Supplier over the last 5 years of not less than EUR 1,000,000 equivalent
• Access to, or available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than Euro 500,000 equivalent
• Experience as Supplier, in at least 3 contracts within the last 5 years, each with a value of at least EUR 400,000, that have been successfully and substantially completed and that are similar to the proposed Goods.

For Lot No.2

• Average annual turnover as prime Supplier over the last 5 years of not less than  EUR 600,000 equivalent
• Access to, or available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than Euro 300,000 equivalent
• Experience as Supplier, in at least 3 contracts within the last 5 years, each with a value of at least EUR 240,000, that have been successfully and substantially completed and that are similar to the proposed Goods.
