The Mission of the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) is to take forward the EU’s neighbourhood and enlargement policies, as well as coordinating relations with EEA-EFTA countries insofar as Commission policies are concerned. DG NEAR works closely with the European External Action Service and the line DGs in charge of thematic priorities.

By implementing assistance actions in Europe’s eastern and southern neighbourhood, DG NEAR supports reform and democratic consolidation, and strengthens the prosperity, stability and security around Europe. DG NEAR helps to promote EU values, policies and interests in this region, and to contribute to developing the special relationship of the EU with its neighbouring countries.

Purpose of this contract

This procurement is financed under the IPA 2017 country action programme titled ‘Support to the Transport sector in Montenegro’ (IPA/2017/039-816/01/ME/Transport). In order to fight against potential risks of pollution and react in a time responsive manner against oil spills from vessel and off shore oil platforms in Montenegro sea, port infrastructures, mainly at Bar and Kotor, require to be equipped with the adequate equipment in accordance with IMO Conventions and EU regulations. Equipment consist inter-alia of multipurpose response vessels, oil inflatable offshore booms for oil spills, hydraulic storage reels for booms, skimmer with hoses, portable hydraulic diesel power pack, floating towable storage tanks, sorbents and absorbent booms, portable fire-fighting water pump and associated trainings.
