    Item Description:

    This Invitation for Tenders follows the General Procurement Notice № 8842-GPN-44828 for this project which was published on the EBRD website, Procurement Notices (http://www.ebrd.com) on October 3, 2017.

    Municipal Enterprise “Tokmok Vodokanal” intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank), a grant from the Bank’s Shareholder Special Fund and a grant from European Union’s Investment Facility for Central Asia (EU IFCA) for a project to improve water and wastewater services management in the City of Tokmok.

    The Purchaser now invites sealed tenders from Suppliers for the following contract to be funded from part of the proceeds of the loan and grant:

    Package №: Tokmok Vodokanal 002/2018 – Supply of laboratory and office equipment, including incidental services, DAP (Tokmok), 16 weeks.

    Lot № 1 – Laboratory equipment for laboratory of wastewater quality – set

    Lot № 2 – Laboratory equipment for laboratory of drinking water quality – set

    Lot № 3 – Office equipment for wastewater and drinking water quality laboratories – set

    Lot № 4 – Chemical glassware and materials for laboratory of drinking water quality – set

    Lot № 5 – Chemical glassware and materials for laboratory of waste water quality – set

    Lot № 6 – State standard samples – set

    Lot № 7 – Reagents – set

    Tenders are invited for one or more lots. Each lot must be priced separately.  Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

    Tendering for contracts that are to be financed with the proceeds of a loan and grant from the Bank and a grant from the EU IFCA is open to firms from any country.

    To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

    1. in the case of a tenderer offering to supply goods under the Contract which the tenderer does not manufacture or otherwise produce, the tenderer has been duly authorised by the goods’ manufacturer or producer to supply the goods in the Purchaser’s country;
    2. the tenderer has the financial, technical and production capability and capacity necessary to perform the Contract and must have at least 100,000 (one thousand) Euro annual turnover in average for last 5 years, as well as must have the profitable result of economic activity in each of last 5 years and shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than 50,000 (fifty thousand) Euro;
    3.  experience as Supplier, in at least 5 (five) contracts within the last 5 (five) years, each with a value of at least 50,000 (fifty thousand) Euro that have been successfully and substantially completed and that are similar to the proposed Goods. The similarity shall be based on the physical size, complexity, methods/technology;
    4.  the tenderer or its agent will be able to carry out the supplier’s maintenance, repair and spare parts stocking obligations prescribed in these tender documents.
    5.  the proposed models of goods must be contemporary and be produced in series.  Goods’ manufacturer(s) must have a certificate of quality management system (ISO 9000, or its equivalent).
    6.  the tenderer shall provide accurate information on any current or past litigation or arbitration resulting from contracts complement or under execution by him over the last 5 (five) years. A consistent history of awards against the tenderer or any partner of a joint venture or consortia may result in rejection of the tenderer’s tender.

    Joint ventures or consortia shall satisfy the following minimum qualification criteria:

    1.  The firm – leader of the consortium shall correspond to at least 50% of all the above referred qualification criteria on general experience and financial status.
    2.  The rest members of the consortium shall correspond to at least 25% of all the above referred qualification criteria on general experience and financial status.
    3.  Joint venture or consortium shall meet in whole criteria for delivery experience and production capacity, as well as the financial status referred to above, the corresponding data that defines the overall capacity of the joint venture or consortium, shall be specified for each consortium member. Each consortium member shall meet the requirements for eligibility and historical non-performance.

    Contracts to be financed with the proceeds of the loan and grant from the Bank and EU IFCA grant will be subject to the Bank’s Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s country.

    Tenders must be delivered to the office at the address below on or before October 15, 2018 – 15:00 (Bishkek time), at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
