    Item Description:

    Welthungerhilfe is inviting potential suppliers for the supply of road stabilizer products, training and technical backstopping services. In a coordinated effort to improve the laterite road from Zwedru to Ziah town in Grand Gedee stretches of road have been identified for road surfacing. With the financing of BMZ through the German Development Bank (KfW) WHH has completed a large number of spot improvements on a part of the abovementioned (and other) road. SIDA has contracted recently two companies to complete the rest of the road for spot improvements.

    The Zwedru-Ziah town road is a stretch of road of appr. 52 kms. It has been the objective for many years to have this road passable the whole year. Despite all planned and completed spot improvements the road will be impassable during the rainy season if no durable surface is constructed on several stretches which are washing out each raining seasons. Many of these stretches are located in dense bamboo grown areas where the water is locked. To improve the drainage of these stretches and redo the surfacing will improve the situation but give no guarantee that the road will be passable the next rainy season after completion of the works unless the surfacing is done with a proper stabilizer.

    Various coordination meetings between SIDA, GiZ and WHH were held to discuss options how to improve the situation. The consensus was that road stabilizers which have been proven successful in other countries should be procured to use and apply that stabilizer on the worst stretches of the road. WHH will procure and provide the sealant. Contractors contracted by SIDA will use the product. The supplier will train the contractors on proper use and application and will be responsible for the supervision of the works, GiZ will support the whole process with technical backstopping (advise on quality control and assurance of the tender documents, the contracts and the works) and will commit itself to a longer term impact assessment of the intervention in order to assess and quantify the cost savings.

    The successful bidder should:

    Supply a product which is able to provide a sealed layer of 20 cm for a stretch of at least 12 Kms of road with a width of 6,00 m and an average clay content of the soil ranging from 30-40%.
