Supply of Process Water Flow Meters

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project which was published in Procurement Opportunities on the EBRD website on 06 October 2016 and updated on 06 October 2017.

The State Communal Enterprise Taraz Su, hereinafter referred to as the Purchaser, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the Taraz Water Project.

The Project is implemented on the territory the Republic of Kazakhstan.

The Purchaser now invites sealed tenders from suppliers for the contract on Supply of Process Water Flow Meters to be co-funded from the proceeds of the loan and funds of the Purchaser:

This contract includes supply, design and installation of process water flow meters according to the Requirements.

The estimated completion time under the contract is 7 months.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

The tender documents are prepared in English with their unofficial Russian translation, and may be obtained free of charge from the office at the address below.

The tender will be carried out in accordance with the EBRD’s Procurement Policies and Rules.

To be qualified for award, the Tenderer shall meet the following qualification criteria:

1. Experience as Supplier, in at least 2 (two) contracts within the last 3 (three) years, with a value of at least one of them not less than KZT 120,000,000 (One hundred and twenty million) equivalent, that have been successfully and substantially completed and that are similar to the proposed Goods;
2. Minimum average annual turnover of KZT 400,000,000 (Four hundred million) equivalent, calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years;
3. The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement of KZT 70,000,000 (Seventy million) equivalent and the overall cash flow requirements for this contract and its current commitments;
4. The Tenderer shall submit audited balance sheets, or if not required by the law of the Tenderer’s country, other financial statements acceptable to the Purchaser, for the last 3 (three) years to demonstrate the current soundness of the Tenderer’s financial position and its prospective long-term profitability;
5. The Tenderer shall demonstrate that non-performance of a contract did not occur within the last 3 (three) years prior to the deadline for tender submission, based on all information on fully settled disputes or litigation.

All tenders shall be accompanied by a tender security of KZT 3,000,000 (Three million) or equivalent in a convertible currency.

Tenders must be delivered to the office at the address below on or before 15 May 2019 at 15:00 hrs local time, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
