Supply of waste containers

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (EBRD or the Bank) website, Procurement Notices (http://www.ebrd.com) on 3 May 2017.

The Municipal Enterprise ‘Osh Tazalyk’ of the City of Osh hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the Bank, a loan from the European Investment Bank (EIB) and a grant from European Union’s Investment Facility for Central Asia (EU IFCA) towards the cost of Osh Solid Waste Project.

The Purchaser now invites sealed tenders from Suppliers for the following Contracts to be funded from part of the proceeds of the loans and the grant:

• Supply of 32 units of metallic removable skip containers of 8 m³ capacity each for collection of bulky waste and construction debris

Tendering for contracts that are to be financed with the proceeds of EBRD and EIB loans and EU IFCA grant is open to firms from any country.

To be qualified for the award of a Contract, Tenderers must satisfy the following minimum criteria:

1. Average annual turnover is not less than EURO 70,000 (seventy thousand) equivalent, calculated as total certified payments received for contracts in progress or completed, within the last five years.
2. Experience as Supplier, in at least three contracts within the last five years, each with a value of at least: EURO 35,000 (thirty five thousand) equivalent, that have been successfully and substantially completed and that are similar to the proposed Goods (i.e. containers for solid waste).

The goods shall be delivered within 4 months from the date of receipt of the advance payment.

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of EUR 10 (ten) or equivalent in another convertible currency or Kyrgyz Som at the rate of the National Bank of the Kyrgyz Republic on the date of payment.

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier, however, no liability can be accepted for loss or late delivery. If requested the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee. In the event of any discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

All tenders must be accompanied by a tender security of:

• EUR 1,000 (one thousand) equivalent

Tenders must be delivered to the office at the address below on or before 23 September 2019 at 14:00 local time, at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend.
