Call for Tenders
New and rapid developments in Artificial Intelligence (AI) offer many opportunities to generate productivity gains, improve efficiency and lower costs. However, AI also raises questions and fuels anxieties, including around its impact on the labour market and society. AI is widely expected to complement humans in some tasks, replace them in others, generate new types of work, and transform the way work is organised and carried out. As a general purpose technology, AI will likely have an important impact on the labour market – in terms of the numbers of jobs affected, the quality of jobs, and the potential implications for inclusiveness.
As part of its Future of Work initiative, the OECD would like to gather representative and internationally comparable employer- and worker-level survey data examining how and why AI is being implemented in the workplace, the impact on management, work organisation and skills needs; the impact on productivity, wages and employment; what measures are being putting in place to manage transitions; and ethical concerns and attitudes surrounding AI adoption.
This Call for Tenders aims at sourcing one or several survey provider(s) to administer employer- and worker-level surveys on the impact of Artificial Intelligence (AI) on the labour market and exclusively share the collected data with the OECD.
This call for tenders is divided into 2 lots:
- Lot 1: Employer survey on the impact of AI on the labour market
- Lot 2: Worker survey on the impact of AI on the labour market
The deadline for submission of offers is Monday 5th April 2021 (02:00pm, Paris time)
The OECD will use its e-Sourcing portal « Bravo Solution » to conduct this procurement exercise. Interested candidates should register with the e-Sourcing portal in order to access the associated documents and further information.

Le développement nouveau et rapide de l’intelligence artificielle (IA) offre de nombreuses opportunités pour générer des gains de productivité, améliorer l’efficacité et baisser les coûts. Cependant, l’IA soulève des questions et alimente les craintes, notamment de par de son impact sur le marché du travail et sur la société. L’IA est essentiellement envisagée afin de compléter les tâches humaines, en remplacer certaines, de générer de nouveaux genres ded’activités et transformer la manière dont le travail est organisé et mené.
Considérée comme une technologie d’application généraliste, l’intelligence artificielle va avoir un impact majeur sur le marché du travail, notamment sur le nombre d’emplois concernés, la qualité des emplois et les implications potentielles pour l’inclusion.
Dans le cadre de son initiative « L’avenir du Travail », l’OCDE souhaiterait recueillir des données représentatives et comparables internationalement sur les employeurs et les travailleurs afin d’étudier comment et dans quel but l’IA a été mise en place, son impact sur le management, l’organisation du travail et les compétences nécessaires, son impact sur la productivité, les salaires et l’emploi, quelles ont été les mesures mises en place pour gérer les transitions ainsi que les aspects éthiques et les comportements englobant l’adoption de l’IA.
Le présent appel d’offres pour objectif de sélectionner un ou des prestataires pour réaliser des enquêtes au niveau employeurs et travailleurs sur l’impact de l’IA sur le marché du travail afin de partager les données recueillies exclusivement au profit de l’OCDE.
Cet appel d’offres est divisé en 2 lots :
- Lot 1 : Enquête auprès d’employeurs sur l’impact de l’IA sur le marché du travail ;
- Lot 2 : Enquêtes auprès d’employés sur l’impact de l’IA sur le marché du travail.
La date limite de réception des offres est Lundi 5 avril 2021 (14h00, heure de Paris).
L’Organisation utilisera son portail e-Sourcing « Bravo Solution » afin de conduire cet appel d’offres. Les soumissionnaires intéressés devront s’inscrire sur le portail en ligne afin de pouvoir accéder aux documents nécessaires et aux annexes.
