Using satellite images to improve the operation of the Natura 2000 network: Prototype for monitoring Natura 2000 sites habitats with Copernicus

The European Commission is planning to award the contract referred to above. The procurement documents consist of this invitation letter, the tender specifications with their annexes and the draft contract.

The contract aims to develop a system for monitoring land cover changes in Natura 2 000 sites, using Copernicus satellites observations, with a specific focus on grasslands. The monitoring will be completed with landcover changes obtained from satellite imagery pre-dating Sentinel, in order to follow landcover changes since the creation on Natura 2 000 sites. The largest possible proportion of Natura 2 000 sites for the longest possible time span should be covered.

The result of the monitoring of the landcover changes within the Natura 2 000 sites will be accessible from a public website, letting European users observe the sequence of changes as well as their amount, for each site. It should allow identification of sites or regions where obvious changes have been identified by the system, in particular for what concerns the loss of natural and semi natural habitats (and specifically grasslands).
