General Procurement Notice for Ukraine Railway Modernization / UZ Electrification Project

Item Description:

Public Joint Stock Company “Ukrainian Railways” has received a loan from the European Investment Bank (EIB), a loan from the European Bank for Reconstruction and Development (EBRD) and a grant accorded from the Neighbourhood Investment Platform (NIP), secured by the EIB on behalf of the Contracting Authority. This Platform utilizes non-repayable aid granted by the European Commission in support of investment activities of International Financial Institutions (IFIs) in the EU Neighbouring countries, assisting promoters during different stages of the project cycle.

The legal basis for the Project is the Finance Contract between EIB and Ukraine (19.12.2016) and the Loan Agreement between EBRD and the Public Joint Stock Company ‘Ukrainian Railways’ (30.12.2017).

The proceeds of the loans are intended to be used for the Ukraine Railway Modernization / UZ Electrification project which will involve the electrification of section Dolynska-Mykolaiv-Kolosivka with the necessary high voltage network development. The proposed project, which has a total estimated cost of EUR 360 million equivalent, will be jointly financed by the EIB, the EBRD and the Client and will require the procurement of the following goods, works and services:

The project will include the following components:

Phase 1:

• Electrification of the railway section Dolynska-Mykolaiv (including construction of a new railway tracks of about 99,2 km with upgrade of tracks in 12 stations);
• Development of the high voltage network (including supplying future catenary system and related high voltage substations) for the sections to be electrified.

Phase 2:

• Electrification of the railway section Kolosivka-Mykolaiv  (Length of single tracks to be electrified: 105.0 km).

The services will include the Supervision Engineer of the above works as well as other technical assistance to the project implementation. The construction supervision and technical assistance to the project implementation are to be financed through the EU NIP grant.

Tendering for the above contracts is expected to begin in Q4 2018.

Procurement of contracts co-financed by the EIB will be conducted through the procedures as specified in the EIB’s Guide to Procurement, July 2011, and is open to all bidders from eligible source.

Contracts to be financed with the proceeds of a loan from the EBRD will be subject to the EBRD’s Procurement Policies and Rules and will be open to firms from any country. The proceeds of the EBRD’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
