General Procurement Notice for the Zambia Renewable Energy Financing Framework

The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

The Republic of Zambia has received a grant from the AfDB and Green Climate Fund (GCF) to finance the “Zambia Renewable Energy Financing Framework”.

The AfDB-GCF framework includes a Technical Assistance (TA) which seeks to support the Government of the Republic of Zambia in its efforts to catalyze private investment for small scale renewable energy projects. One of the components of the TA is being implemented by REA and MoE with the aim of assisting the two institutions and other public sector institutions to create an enabling environment for private investments in the mini-grid and off-grid sectors.

Activities under this project will catalyze the market for decentralized energy solutions and directly contribute to national energy access, translating the experience of small-scale Independent Power Producers (IPP) (e.g. GETFiT projects) into renewable energy-based rural electrification.

The project includes the following packages:

Package 1: To be implemented by the Rural Electrification Authority

• Contract for consulting services for Mini-grid and off-grid project preparation, feasibility studies, and regulatory design.

Package 2: To be implemented by the Rural Electrification Authority

• Contract for consulting services for Geographical Information System (GIS) based database

Package 3: To be implemented by the Rural Electrification Authority

• Contract for consulting services for Design and implementation of plans for the acceleration of rural electrification

Package 4: To be implemented by the Ministry of Energy

• Contract for consulting services for Gender Action Plan implementation

Package 5: To be implemented by the Ministry of Energy

• Contract for the supply and delivery of Office Equipment

Contracts for goods, works and services financed under the program will be implemented in accordance with the AfDB’s “Procurement Framework for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

Specific Procurement Notices (SPN) for contracts to be tendered under the competitive bidding procedures for consultants and goods will be announced, as they become available, in the daily papers and the websites of the implementing partners.
