Supply and installation of both rooftop and ground mounted Solar PV Generation including an integrated Battery Storage system; and Supply and installation of both rooftop and ground mounted Solar PV Generation

The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

The Government of the Federated States of Micronesia has received financing from the Asian Development Bank (ADB) toward the cost of the FSM Renewable Energy Development Project (FSMREDP). Part of this financing will be used for payments under the contracts named above. Bidding is open to prequalified Bidders from eligible source countries of ADB.

The Government of Federated States of Micronesia – Department of Resources and Development (“the Employer”) invites sealed bids from prequalified eligible Bidders for the construction and completion of:

Lot 1 Yap. To supply and install an 800 kW / 800 kWh BESS at the Yap State Public Service Corporation power station, to supply and install 300 kW rooftop solar PV at the sports center, and at least 1.6 MW of ground mounted solar PV connected to the Yap main grid near to the power station.

It should be noted that the overall Yap project includes an upgrade to the existing power system control system (Hybrid Wizard) in order to integrate the new generation components into the existing YSPSC power system; however, the control system upgrade will be the outcome of a separate contract completed by others.

Lot 2 Kosrae. To supply and install at least 1.0 MW of ground mounted and rooftop solar PV connected to the Kosrae main grid. To supply and install a hybrid mini-grid electrification scheme for Walung Village which is to include a 30 kW / 160 kWh BESS, 60 kW rooftop mounted solar PV, 9 solar home systems and a 30 kW diesel generator to be housed in a purpose built power house. The mini-grid includes an underground distribution line and household connections.

It should be noted that the overall Kosrae project includes a BESS and a new power system control in order to integrate the new projects into the existing KUA power system; however this BESS and control system upgrade will be the outcome of a separate contract completed by others, through an alternative funding source and is therefore excluded from this contract.
