Item Description:
The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world. ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development. The ADB, wishes to receive applications for Prequalification for prospective Design, Engineering, Construction Management Service Providers (DECM Service Providers) for (i) Staff Augmentation; and/or (ii) Deliverable-based Services (hereinafter referred to as the “Services”).
The Services shall cover the deployment of skilled personnel, related tools/equipment, transportation, materials and supervision in accordance with the policies, standards and procedures established by ADB.
Prequalification is open to all firms and only applicants meeting the following requirements will be considered prequalified:
(a) Have the nationality of eligible country in accordance with list of ADB Eligible Member Countries. A DECM Service Provider shall be deemed to have the nationality of a country if the DECM Service Provider is a citizen, or is constituted, or incorporated, and operates in conformity with the provisions of the Laws of that country;
(b) Along with its sub-contractors, if any, have not been sanctioned nor be ineligible to enter into transactions with ADB or any other multilateral development bank or institution;
(c) Beinoperationforfive(5)yearsinanyADBmembercountryprovidingdesign,engineering, and construction management services and solutions such as, but not limited to, (i) design services (Architectural, Electrical, Mechanical, and Specialist Engineering) for various projects such as office expansions, relocations, rehabilitation and infrastructure upgrades; and (ii) construction management services for various projects such as office expansions, relocations, rehabilitation, structural retrofits, infrastructure upgrades, and new construction;
(d) Have a management structure composed of regular staff for each of the following functions (or its equivalent, as job titles in the firm may be different: (i) Business Manager (who will be the single point of contact for ADB related matters); (ii) Human Resources Manager; and (iii) Finance Manager;
(e) Have a sound financial and credit position i.e. positive net worth;
(f) Along with its sub-contractors, if any, have no pending litigations that represent more than fifty percent (50%) of its net worth;
(g) To provide deliverable-based services, need to have at least one industry-recognized certification such as ISO 9000 / 9001, or GBCI or other equivalent certifications that are relevant to the required services to be provided. To provide staff augmentation services, Service Provider must be able to show have staff who are registered CPBDs or PEs, as well as, PMP, CCM, CPC, GBCI, or equivalent certifications;
(h) For international-based DECM Service Providers: must have ability to work in the Philippines, and the ADB member countries. It is the responsibility of the service provider to obtain the relevant work visas;
(i) Excluding ADB engagement(s), the DECM Service Provider should have proof of other contracts for the provision of DECM services relevant to the requirements of ADB (see Appendix 1 SOW, Attachment 11 – Technical Evaluation). The contract must be with any of the following: (i) top 500 corporation worldwide, in the Philippines, or in other countries (based on a published list by a reputable organization such as Forbes, Fortune, Time, etc.); or (ii) Public Sector organization. The contract has to be ongoing or within the past three (3) years from target contract engagement;
(j) Proof of at least one (1) other contract is required for staff augmentation services while proof of at least three (3) other contracts from different firms is required for deliverable-based services. Should the DECM Service Provider wish to provide service for both staff augmentation and deliverable-based services separate documentations for each service must be provided; and
(k) PastperformanceofservicesatADB(ifapplicable)oronADBfundedprojects(ifapplicable) will be taken into consideration as part of the Pre-qualification evaluation.
Prequalification documents may be obtained from the ADB Institutional Procurement website starting from 17 December 2018.
Applications should be received before the deadline and at the location indicated in the prequalification documents.
ADB reserves the right to accept any application, and to annul the prequalification process and reject all applications at any time, without thereby incurring any liability to the affected Applicant or Applicants or any obligation to inform the affected Applicant or Applicants of the grounds for ADB’s action. This Invitation to Prequalify does not entail any commitment on the part of ADB either financial or otherwise. Any cost in the preparation of applications shall be borne exclusively by the Applicant.
