Renovation of administrative building

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices on 11 August 2017 and updated on 29 August 2018.

Procurement will be carried out in accordance with the EBRD “Procurement Policies and Rules” (PPR), which are published on the Bank’s website.

State Enterprise “Obhoi Nushoki va Korrezi” of Nurek City, hereinafter referred to as “the Employer” or “the Client”, has received a loan from the European Bank for Reconstruction and Development, hereinafter referred to as “the Bank”, and intends using part of the proceeds towards the cost of Nurek Water and Wastewater Project, hereinafter referred to as “the Project”.

The Client now invites tenders for the following contract, hereinafter referred to as “the Contract”, to be funded from part of the above proceeds: “Renovation of administrative building”. The Contract will include refurbishment of two storeys administrative building including replacement of the building roof and supply of office furniture. It is expected that the woks should be completed within 180 days.

Tendering for contracts to be financed with the above proceeds is open to firms and individuals from any country.

To be qualified for the award of a Contract, tenderers must satisfy the criteria stated in the Tender Document. The following are key minimum criteria:

• Minimum average annual turnover of the Tenderer, calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years of USD 250,000.
• Experience as a contractor (in any role), in the execution of at least 2 (two) contracts, each with a value of works, implemented by the Tenderer, at least USD 100,000 equivalent, that have been successfully and substantially completed and that are similar to the proposed contract.
• Availability of a valid ISO certification or internationally recognized equivalent (equivalency to be demonstrated by the Tenderer), such as Environmental management certificate ISO 14001; and Health and safety certificate OHSAS 18001. In absence of the above certificates, availability of in-house policies and procedures for ESHS management.

Tender documents may be obtained upon request directed to the Client at the address given below upon payment of a non-refundable fee of USD 100 (one hundred US Dollars) or its equivalent in a convertible currency.

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier; however, no liability can be accepted for loss or late delivery. Alternatively the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee.

All tenders must be accompanied by a tender security in the amount of USD 5,000 or its equivalent in Tajikistani somoni or a convertible currency.

Tenders must be delivered to the office at the address below on or before 29 August 2019 at 15:00 local time, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
