    Item Description:

    The European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) is an international financial institution that supports projects in over 30 countries, from Eastern Europe to central Asia and the southern and eastern Mediterranean. Investing primarily in private sector clients whose needs cannot be fully met by the market, the Bank promotes entrepreneurship and fosters transition towards open and democratic market economies.     The EBRD is owned by 65 countries and two intergovernmental institutions, the European Union and the European Investment Bank (EIB). The EBRD has certain privileges and immunities such as exemption from Taxation, customs charges with all official correspondence being granted diplomatic immunities and privileges.

    Objective of this tender

    Egyptian National Railways (“ENR”) intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) to finance ENR Locomotive Renewal Programme and support wider sector reform and the development of a lower carbon and an accessible transport system.

    The proposed project, which has a total estimated cost of EUR 290 million, will require the procurement of the following goods, works and services:

    • Acquisition of up to 100 new diesel electric locomotives to operate on the passenger long distance routes.

    Tendering for the above contract is expected to begin in the 4th quarter of 2019.

    Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank’s Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s country.
