The General Secretariat of the Council of the European Union referred to below as the contracting authority is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their annexes. Purpose of this Call for tenders
The General Secretariat of the Council of the European Union (GSC) is seeking to renew its framework contract for the provision of a software-as-a-service for a digital subscription management solution (DSMS). The current DSMS system allows stakeholders and citizens subscribe to different distribution lists, and receive email notifications, when new content is being published on the public websites of the (EU) Council or on the Rotating Presidency. The email notifications are sent either once the content is published, or in a daily or weekly digest. Subscribers can also personalise their subscription preferences based on several criteria. Next to this, the DSMS is also used for ad-hoc email campaigns to subscribed users.
