    Item Description:

    The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.

    The Western Pacific Regional Office (WPRO) is one of the six regions of the World Health Organization. Headquartered in Manila, Philippines, we work with health authorities and other partners in 37 countries and areas with more than one quarter of the world’s population.

    BACKGROUND

    Antimicrobial resistance (AMR) is a global public health problem that threatens the achievements of modern medicine and the Sustainable Development Goals. In the Western Pacific Region, AMR is becoming an increasing problem with multiple pathogens exhibiting resistance to one or more antimicrobials. Actions towards achieving equitable access to effective and safe antimicrobials and health technologies through regulatory and supply chain strengthening and promotion of rational use by prescribers and consumers are the cornerstone to strengthening systems for containment of AMR in the context of Universal Health Coverage and achieving the SDGs.

    In 2018, a new vision, For the Future: Towards the Healthiest and Safest Region, was developed in consultation with the Member States, partners and other stakeholders to guide the work of the World Health Organization in the Western Pacific Region in the coming years. The vision prioritized health security, including AMR, and proposed a set of operational shifts to help countries address the complex issues relating to health and development.

    The proposed Framework for Accelerating Action to Fight Antimicrobial Resistance in the Western Pacific Region considers these operational shifts as new ways of working in the Region to slow the spread of AMR and avert its impact. The Framework will guide countries to implement sustained and future-oriented solution with actions contextualized to their needs and situations through broad societal participation and movements. Specifically, the Framework will guide countries: (i) to strengthen systems as foundation for sustainable actions; (ii) to work beyond health; (iii) to take actions today, guided by their vision of the future; and (iv) to build solutions from the ground up, while ensuring country impact.

    Strengthening advocacy, communications and awareness-raising activities are essential to support countries to accelerate the fight of Western Pacific Countries against AMR. In view of this, it is proposed to hire media/PR/communications agency to help develop a set of tools for the 2019 Antibiotic Awareness Week, planned to be held from 18-24 of November 2019.

    1. PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

    Short-term Consultancy to support the 2019  Antibiotic Awareness Week

    DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

    Under the supervision of EMT/WPRO, the consultant will deliver the following outputs:

    Output/s

    • Output 1: Support the production and dissemination of communication toolkit materials
      • Deliverable 1.1: Communications toolkit produced and disseminated to countries
      • Deliverable 1.2: Draft social media plan and support communications team in conducting an online campaign
      • Deliverable 1.3. Draft three human interest stories on AMR
    • Output 2: Support the organization of a Regional Event on Antimicrobial Resistance
    • Deliverable 2.1: Provided technical support to the planning and organization of the event

    METHODS TO CARRY OUT THE ACTIVITY

    Communications, content writing, campaigns.

    QUALIFICATIONS & EXPERIENCE

    EDUCATION

    Essential:

    • University degree in communications, journalism, or political, social or health sciences for Team Leader of project

    EXPERIENCE

    Essential: 

    • Demonstrated 3 years of experience undertaking similar projects for large international organizations (preferably in the field of public health or communications for development)

    TECHNICAL SKILLS & KNOWLEDGE

    • Knowledge of principles and practice of public health communication and advocacy, with experience in resource-limited settings
    • Be driven by innovation
    • Knowledge of antimicrobial resistance and risk factors
    • Ability to work independently and in close collaboration with WHO
    • Excellent interpersonal and communication skills of team members

    LANGUAGES

    • Written and spoken fluency in English is essential
