    Item Description:

    The World Health Organization (WHO) is seeking offers for the provision of field transportation services in the forty-seven (47) Counties in Kenya and wishes to enter into a long term agreement (LTA) with suitable Contractors. The transportation services will support WHO surveillance activities in the Counties. WHO requires the successful bidder to provide efficient transportation services in the forty-seven (47) Counties in Kenya; using clean, well-maintained, roadworthy, 4X4 vehicles in good condition, fitted and equipped with necessary safety items and tools; compliant with applicable insurance, safety or other motor vehicle requirements; registered with a reputable road rescue services; compliant with all national and industry regulations; and driven by competent Drivers. Saloon type of vehicles will occasionally be required for local running in a County’s central business district and urban areas.

    Your institution is invited to submit a proposal for the services in response to this Request for Proposals (RFP). The contract is expected to run for a period of two years renewable, subject to provision of satisfactory services.

    WHO is a public international organization, consisting of 194 Member States, and a Specialized Agency of the United Nations with the mandate to act as the directing and coordinating authority on international health work. As such, WHO is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are, therefore, requested to propose the best and most cost-effective solution to meet WHO requirements, while ensuring a high level of service.

    Requirements

    The required services will be provided by established firms in the transportation industry. The successful bidder(s) will be required to ensure and maintain a high level of service and professionalism when providing the transportation services. The core transportation services include provision of vehicle rental services on a weekly, monthly or bi-monthly basis, including fuel and Drivers. The pick-up of WHO personnel will be from Nairobi and will include travel to and within different Counties, and return trip to Nairobi; pick-up of the WHO personnel from the local airport and travel within the County; and pick-up from designated points in the County with travel within the County and across Counties. Auxiliary services may be required for one-off pick up and drop trips.

    The bidder should be in a position to offer the services in either of the Counties; and not necessarily in the 47 County. This information should be reflected in the table in Annex 3.
