Security and Reception Services for the EU House in Romania

The European Commission, Representation in Romania (referred to below as the Contracting Authority) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice referred to above, this invitation letter, the tender specifications and guide, the declaration on honour and the request to participate form. The subject of this call for tenders is Security Guard and Reception/Switchboard Services for the premises of the European Commission Representation in Romania, at Bucharest 020492, Vasile Lascar 31.

The European Commission Representation in Bucharest, Romania, acting also on behalf of the European Parliament Information Office, is looking for Security Guard and Reception/Switchboard services for the EU-House premises in Bucharest. The objective is the provision of a uniformed and trained, unarmed, security guard service to perform routine protective and access control duties and reception/switchboard services.

In order to protect the confidential nature of information contained in the technical specifications, the contracting authority will disclose the full version only to the candidates selected at the end of the first stage (every economic operator complying with the access, exclusion and selection criteria evaluated during the selection stage). Only the candidates invited to the second stage (tender stage) shall submit their technical and financial tenders.

The services sought will cover:

• Physical Security Services – on-site security/guarding services
• Reception/Switchboard Services – on-site reception/switchboard operation services
• Emergency Response Services – remote surveillance and assistance service for cases of emergency; tenderers must note that the successful tenderer(s) will be expected to be able to respond on-site to an emergency within maximum 15 minutes of the call placed requesting an emergency response.
• Additional/On Demand Services – physical security and/or reception/switchboard operator services as required
