Supply and installation of pressure modulation valves at the level of the distribution networks of the centres under the Regional Direction of the Centre-DR3

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, on 20/04/2021.

The National Office for Electricity and Drinking Water (“L’Office National de d’Electricité et de l’Eau Potable” or “ONEE”), , here in after referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of ONEE Water Supply Project.

The Employer now invites sealed tenders from Contractors for the following contract to be funded from part of the proceeds of the loan:

Supply and installation of pressure modulation valves at the level of the distribution networks of the centres under the Regional Direction of the Centre-DR3

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

• The tenderer must have an average annual turnover of at Five million Six hundred twenty-two thousand three hundred seventy five Moroccan dirhams excluding tax (5 622 375,00 MAD), which is the total of mandated payments received for on-going and / or completed contracts during the last three (03) years (2018-2019-2020).
• Experience as prime contractor in the context of at least one (01) case of similar nature and complexity during the ten (10) years and include:
• Supply, transport and installation of pressure regulation equipment in drinking water distribution networks (modulator, stabilizer or pressure reducer) supported by all documents to justify this work.

Or

• Rehabilitation or renewal of pressure regulation equipment in drinking water distribution networks (modulator, stabilizer or pressure reducer) supported by all documents to justify this work.

All tenders must be accompanied by a tender security of Ninety thousand Moroccan Dirhams (90.000,00 MAD) This should be consistent with paragraph 17.1 of the Instructions to Tenderers or its equivalent in a convertible currency.

The project site visit is not scheduled for this project.

Tenders must be delivered to the office at the address below on or before November 17, 2021 at 9h30 min (local time), They will be opened in the presence of tenderers representatives who choose to attend.
