Temporary Agency and Payrolling services

The Global Fund to Fight AIDS, Tuberculosis and Malaria (“the Global Fund”) is seeking proposals from qualified suppliers to provide Recruitment Services for Temporary Agency Consultants (Lot 1) for temporary consultancy work and Pay Rolling services (Lot 2).
The services will involve identifying and recommending candidates for short and medium-term positions for the Global Fund, or on-boarding pre-identified candidates (i.e. Pay Rolling services), as fully described below in this solicitation.

We are also seeking proposals from qualified suppliers to provide Search Services for Administrative and Mid-Management Staff (Lot 3). In summary, this Request for Proposal (RFP) will have 3 lots:

• Lot 1: Recruitment Services of Temporary Agency Consultants (non-staff employees).
• Lot 2: Pay Rolling Services.
• Lot 3: Search Services for Administrative and Mid-Management Staff (employees).

The bidders can submit offers for one, two or all lots and the contracts will be awarded on a lot by lot basis.

Scope / Objective

The purpose of this RFP is to select suppliers which will provide the following services.

• In lot 1, recruitment services provided by temp agency service providers, such as sourcing, identifying, contracting, and recommending appropriate candidates (called, temp agency consultants) to work with the Global Fund (non-staff employees).
  The temp agency consultants are consultants sourced and recruited to cover peak workloads, surge activities, project-specific assignments and/or staff absences, such as due to long-term sick leave. The Global Fund does not have direct contracts with temp agency consultants, making them employees of the temp agency service providers. Place of employment is as directed by the temp agency service provider.
• In lot 2, payroll service providers will manage the administrative and payroll aspect of a temporary labor assignment for a candidate (called payrolled consultants) identified by the Global Fund.
  The consultants are identified by the Global Fund according to its procurement rules and contracted by the payroll service providers. They generally cover peak workloads, surge activities and project-specific assignments.
• In lot 3, recruitment services, such as sourcing, identifying, pre-screening, and recommending appropriate candidates for temporary and defined duration positions at the Global Fund (staff employees with Global Fund contract).
  The temporary and defined duration candidates are provided by staffing agency service providers to fill staff positions.

The results of this RFP can potentially be used by our partner GAVI under their respective terms and conditions.
