    Item Description:

    The Global Fund to Fight AIDS, Tuberculosis and Malaria (“the Global Fund”) was established in January 2002 as a financial instrument, complementary to existing programs addressing HIV/AIDS, tuberculosis and malaria. The purpose of the Global Fund is to attract, manage and disburse additional resources through a new public-private partnership that will make a sustainable and significant contribution to the reduction of infections, illness and death, thereby mitigating the impact caused by HIV/AIDS, tuberculosis and malaria in countries in need, and contributing to poverty reduction as part of the Millennium Development Goals.

    The Global Fund is a non-profit foundation with headquarters in Geneva, Switzerland. The Fund is accountable to its Board, the highest decision-making body, which consists of representatives of donors, recipient countries, civil society, the private sector and non-governmental organizations as well as other stakeholders from a broad range of interest groups and communities, including multi-lateral organizations.

    The Global Fund’s Secretariat is responsible for day-to-day operations, including mobilizing resources from the public and private sectors, managing grants, providing financial, legal and administrative support, and reporting information on the Global Fund’s activities to the Board and the public.

    Effective and sustainable supply chain systems, as a key component of resilient and sustainable systems for health, are central to achieving the core mission of the Global Fund. Countries require financial and technical support to develop or strengthen their capacities to perform the various disciplines of the supply chain systems. The Global Fund has been funding the strengthening of health product management and supply chains since its inception on the basis of country requests or as part of risk mitigation measures to protect its investments; it has thus contributed to capacity building and health-system strengthening efforts. To date, investments have tended to be piecemeal and primarily made in government owned and operated systems e.g. trucks bought, warehouses racked, LMIS implemented. As a result, supply failure has been prevented and lives have been saved; however, improvements have been tenuous and short lived, and sustainable systems have yet to be built.

    Objectives

    The objective of this assignment is:

    1. To conduct, in conjunction with PEPFAR and other stakeholders, a review of distribution models for program commodities, using 3PL to cover at least 80% of the country program commodity volumes.
    2. Quick review of the Cameroon 3PL market and costing comparison and compiling report on this.
    3. To propose several scenarios (options), at least three, for a 3PL distribution model that meets the donor requirements for efficient product distribution, as well ensuring the government’s role is well defined, and issues of sustainability are clearly addressed. The 3PL contract should cover the distribution to all PEPFAR-supported sites and majority of Global Fund sites, covering all the programs of HIV, TB and Malaria. Detailed cost-benefit analysis of each scenario will be expected.
    4. Assessing the readiness and capabilities of government institutions in supply chain, establishing the roles and responsibilities of the government to champion the models and providing supply chain leadership and coordination. Ensuring the government’s role is well defined, and issues of sustainability are clearly addressed.
    5. The 3PL contract should cover the distribution to all PEPFAR-supported sites and majority of Global Fund sites, covering all the government programs of HIV, TB and Malaria.
    6. To ensure the definition of requirements for an information system that will provide key logistical information to support pipeline management, supply planning and program implementation.
    7. Conduct infrastructure assessment of all regional warehouses to ensure the right conditions for storage of pharmaceuticals exist and that the storage capacities can handle planned volumes. Make recommendations for required investments to improve the storage infrastructure accordingly, with estimated costing.
    8. Review the Cameroon Supply Chain assessment report of November 2017, and based on the findings and recommendations, as well as further stakeholder management, facilitate the MOH and other stakeholders to develop a practical, sustainable and patient-centric long-term national supply chain transformation plan. The plan should be detailed and specific about responsibilities of different players, including detailed implementation plans, timelines and detailed cost estimates that can be used by stakeholders to plan supply chain investments in the health sector for Cameroon, over the next five years.
